PHILADELPHIA, November 26.— The establishment of juntor colleges to relleve the strain caused by the in- abllity each year of thousands of ap- plicants to galn admission to Ameri- can colleges, is recommended by Dr. Livington Farrand, president of Cor. nell University. Dr. Farrand, here attending a meet- ing of Cornell alumni, sald the ques- tion of how to accomodate the unsuc- cessful applicants and give them the higher education they desired, was one of the greatest problems facing the educators of the country. ‘Would Relleve Strain. __Junior colleges, he sald, to take the place of the freshmen and sophomore years at college ‘“could not help but relieve the strain somewhat.” Insti- tutlons of this gort, he added, which would be’an intermediate step be- tween the preparatory school and the advanced college years, had been tried in the West and were found to have been successful. Dr. Farrand also sald that consid- erable study was being given to the question of how best to train the student after he was admitted to the college, in order to avold ‘“turning ! out mass products, placing far too little emphasis on the training of the exceptional mind.” Average Not Exceptional. “The young men and women leav- ing the colleges today as graudates,” asserted Dr. Farrand *go from firstl- tutions which have maintained as thelr basis of judgment and conduct the average and not the exceptional. Only recently have we begun to recog- nize this.” In the opinion of Dr. Farrand the various problems will have to be worked out locally. “Colleges differ greatly,” he sald, “and that is very fine. NEW YORK, November 26.—An I nouncement was made that within the next few months the United States Shipping Board will allocate additional Government vessels totaling 28,000 tons to the Black Diamond Steamship Corporation, operating be- l|tween New York and outports, Ant- werp and Rotterdam. The announcement came from offi- cers of the Black Diamond Corpora- tion, which now is operating a fleet of Shipping Board vessels, with tonnage of approximately 110,000 dead weight. The action is in line with the Shipping lll | Boara policy of transferring the mer- chant marine to private enterprise and developing present services.
