DISTRICT IS TESTING NEW GARBAGE STORAGE PLAN Despite Lower Hauling Cost, Com- missioner Bell Doubts System will Be, Adopted. The District is trying out a new method of collecting garbage. Port- able storage wagons are stationed at certain points to collect and transport large quantities to the disposal plant, thereby saving the collecting trucks time lost in hauling. However, Engl- neer Commissioner Bell expressed doubt today that the system would be adopted. Admitting that the new method would reduce the hauling cost, Col. Bell said he thought residents would object to these storage conveyances being statloned throughout the city. It has been the time service number of the Western Union Telegraph Co. ‘Washington clocks and watches have a notorfous habit of stopping in the middle of the night or losing 10 or 15 minutes in each 12 hours. Hitherto this has been of little real concern, because all the householder had to do was to call Franklin 7112 and a sweet feminine voice would answer: “The time s 7:15.” For years this eervice had been given by the Western Unlon for the convenience of the public. Formerly it was the practice merely to call ““Western Union.” Special Wire Necessary.
