Other recommendations included were that the District should provide teacher training facilities for all the graduates of its high schools who are residents of the District without restriction as to place of employment, provided they meet,certain conditions the committee outlined; that the course of the normal schools be lengthened from two to three years, and that for the present the District normal schools confine their work to the preparation of teachers in the kindergarten and elementary school grades through grade six.
