STEUBENVILLE, Ohio, August 26.—Steubenville, bewildered by the discovery after a municipal contro- versy recently that it had three mayors, learned yesterday that it also had a trio of police chiefs. Prosecutor Roy Merryman revealed that the 11-year-old suspension case of Harry Frankhouser still is pend- ing in court, and that Frankhouser still seeks reinstatement. He claims that Chief Blaine Carter, suspended recently pending hearing on removal charges, has been merely acting chlet for the last 11 years. Carter, who succeeded Frankhouser, is fighting for reinstatement. Meanwhile, Ross “BIAS BOB” IS LATEST. Vivian Martin Gives Style to Paris and It Becomes Rage.
