To correct this situa- tion the committee recommends dras- ‘tic changes In the “archaic, cumber- some. and Ineffective criminal . pro- cedure that now obtains in a majority of our States.” Among its 20 recommendations is one that wotld weaken the tenet that a man is présumed innocent until proved gullty. Another urges altera- tion of the unanimous jury rule so that ten men on a jury of 12.could bring about conviction in felony cases, except murder, and five on a jury of six for trial of misdemeanors.
