The steam shov els have alreadv made the excava tions for the buildings and the con- tracts for the structure have heen awarded. Lieut. Col. John W. Oehmann, Dis- trict building inspector. declared this morning that permission to dig the foundations had been regularly grant- ed. and this constituted the right to nrect the buildings. He pointed out that inasmuch as the District govern- ment had authorized the builders to zo ahead with the preject any dam- Ages or expenses coming from con- demnation would have to be consid. ered. Jury Wonld Decide Loss. The monev spent so far and the damages resulting from the cancella- tion of the contracts awarded the va- rious subcontractors engaged to erect the building would have to be con- sidered by a jury of condemnation, he said. He intimated, however, that if the condemnation resulted in a sum | tno large to expend on this tract the commission may have to consider dropping the proceedings.
