State and City Enterprises. The main drive of the forthcoming campalgn is against the ever-widen- ing encroachment of State and city government_upon flelds heretofore re- garded as the domain of private busi- ness. These lately have extended themselves beyond all previous bounds. Thus, In Michigan, for instance, the State has gone into the twine-making business, and its competition is re- ported to have caused the shutdown private plants making the commodity. In Seattle, an llustration borrowed from the list of citles, the municipal government owns and operates its street car system, ‘‘to its own sorrow,” in the language of one of the men behind the forthcom- ing drive. The State and the city, in the opin- fon of the interests promoting the campaign, have no business entering into competition with private commer- cfal organizations. Government has unlimited capital, they contend, and has but to call on the taxpayers to make good losses—a provision at- tached to no form of private endeavor. Government can sell at far below cost, but the taxpayer makes up the differ. ence and the private concern is put out of business, it is claimed, result- ing in a double loss to public funds. At National C al. Here at Washington the Federal Government is engaged in numerous small manufacturing enterprises, man- aged here but located throughout the country. One of these is the manu- facture of ink for the mammoth print- ing establishment housed at the Gov ernment Printing Offl avy yard: it 1s clafmed, go so far in some cases asito make metal furniture for war- ships. Government construction s done in many cases by the Government itself, a form of competition which is re- garded unfair to the private co: cern and productive of lessened re enues to the Treasury, inasmuch the taxes which would be collected from private concerns dojng the work | are not forthcoming when the Gov ernment does it The cost of Government dabbling in private business ventures is reck- oned as high. Figures have been gathered from many citles and States to support the claim that the Govern ment cannot compete with private in- itiative except at a higher tax rate on its citizens. Municipal _enterprises such as waterworks do not come within the scope of the movement, for it is rec operation, perhaps, {s warranted, but there is no justification, it is claimed, for Government going into the ce ment business, as one State has done in the recent past. Government’s Business. More than a score of business or- ganizations representing hundreds of American business concerns are up in arms against the seemingly growing policy of extending the field of gov- ernmental activity to private manu- facturing and industrial under- takings. These organizations feel that it is the business of Government to govern—not to make clothing, ships, sealing wax, printer's ink, ce- ment, cotton cloth and the like.
