New York Central was a feature, recover- ing the dividend which came off the top price this morning, and making the equivalent of a new high. At- lantic Coast Line rose over 3 point: as part of the active buying mov ment going on in _the southern stoc! St. Louis-San Francisco, having got rid of the profit taking which fol- lowed the dividend increase, was noticeably strong. St. Paul stocks went up a point each and Norfolk and Southern 4 points. Buying of Canadian Pacific was an incident. Gasoline Causes Worry. Unfavorable compariso! were drawn today with regard to supplies of gasoline in storage, while the oil shares did little one way or the other. According to a report of the American | Petroleum Institute covering opera- | tions of 65 per cent of the oil refining of capacity in this country, there was a decrease of gasoline stocks during August of 283,000 barrels or 11,886,000 gallons. With these figures to work on and edtimating the remaining un- | reported 35 per cent of refining ca- | pacity, the indicated reduction in gaso- line stocks in August was less than 20,000,000 gallons. CHICAGO, September 25.—Wheat prices rallied sharply today, after an initial downturn. The market was unsettled and was easily influenced by any good buying or selling. A temporary let-up in commission house demand occasioned rather abrupt de- clines during the early dealings, bul! prices turned upgrade on renewed | buying, with the Winnipeg market showing more strength than Chicago or Minneapolis. Chicago opening quotations, lc_lower to %c higher, December 1.43% to 1.44% and May 1.45% to 1.46, were followed by a material setback all around, and then by a rise to well above yesterday's finish. Ideal weather for corn made the corn market easy and oats as well. After opening % off to % up, Decem- ber 787 to 794, corn prices under- went a moderate general sag. Oats started at 14 decline to % ad- vance, December 3914, and held near to the opening figures. Notwithstanding an upturn in hog values, the provision market was re- sponsive to the action of corn. Subsequently buying power dwin- dled and the wheat market here gave way again. In some cases the de- cline went more than 11 cents under prices which were obtained on Tues- day. Later there were liquidating sales of considerable volume, and all de- liveries of corn dropped to a new low price record for the season, Decem- ber getting under 78 cents for the first time and September under 80 cents. Fenton, secretary and one of the founders of the Investment Bankers’ Association of America, has been appointed executive secretary of that organization by the association’s hrmrd of gevernors. Announcement of the appointment was made today by Thomas N. Dysart, president. Mr. Fenton has been in the bondd business more than 25 years ané fof the last six years has been president of the investment banking houss of Fenton, Davis & Boyle. He has been secretary of the Investmant Bankers Association of America since its organization in 1912 and will re tain that position in addition to his new duties as executive secretary. The total amount of annual capital issues—stock and bonds—in this coun try was about $2,000,000,000 13 years ago, when the Investment Bankers' As sociation of America was formed. Now more than $6,000,000,000 of new capital issues are sold yearly in the United States. By far the greater part of these securitles are handled by the member houses of the Investment Bankers' Association. Weakness of the stock market ves terday was -attributed in 2 la measure to uncertainty over the v discount policy. Reserve Ratio Higher. Due chiefly to an increase in cas reserves from $85,081,000 to $92.058, 000, the reserve ratio of the Rich mond Rederal Reserve Bank moved up last week from 59.52 to 63.40 pe: cent. Federal reserve notes in circulation in the fifth district, as shown in the statement of condition as of Septem- ber 23, totaled $76,700,000, as against $75,667,000 the previous week.
