BERLIN, July 16.—The first fruits of the nation-wide “dry” campaign in Germany have been daid before the Reichstag in the form of a monster petition favoring the enactment of a local option Jaw The petition, comprising 46 bundies, each containing individually signed c: 3 s the result of a 10-da nvass of the country. Together with other prohi bition propaganda, it was placed be- fore the deputies yesterday with the consent of the Reichstag president, Herr Loebe. In opening their campaiga at Frank fort in May the leaders of the move. ment said they hoped to have 15, 000,000 votes pledged to the cause be fore September. Women figure prom inently in the drive, one of the strons- est contingents in the dry army being the Evangelical Women's League, with over a million members. The prohibitionists also are receiving aid from influential parliamentary leaders ©f all political shades First Move Fails. The decision to seek local option was caused by failure to secure prompt and efficient legislation through the Reichstag and the local diets. Local option is believed to of fer a quicker method of ascertain- ing the public sentiment on the ques- tion. While the proponents of the ques- tion estimate that spends 2,500,000,000 marks annually for beer, wines and liquors, its opponents de clare Germany needs the revenue pro. duced by the alcoholic traffic to meet her reparations 8bligations. They further argue that wiping out of the breweries and kindred indus- tries would cause increased unemploy- ment. A bill now before the Reichstag ‘would ssify beer into three cate- gories, according to its potency. Sim- pie beer is defined in the bill as that having an alcoholic content up to .5 _per cent; “full” beer, from 11 to 14 per cent, and “reinforced” beer, 16 per cent or more. Cost of Orphans Is Huge. In the United States there is spent annually $60,000,000 to care for 150,000 orphans in orphan asylums. This is nearly $400 per child. For about the same number of children the various States pay out $13,000,000 for the care of children in the homes of their own mothers or nearest kin or in foster homes. Dak., Sunday night, Winfred Meek. 21 years old, broke down when he entered the penitentiary here yesterday. 3 Calm when he faced Judge W. N. skinner in Circuit Court at Water- town, where the latter pronounced the sentence of “hard labor for the rest of vour natural life,” Meek's poise deserted him as the key was turned in his cell. “He is just beginning to realize what hehas done,” the warden said.
