CAILLAUX IS BUSY . ON FINANCE PLANS; |Gold Loan Expected to Be | Ready for Issue on Bastile Day. By the Associated Press. PARIS, June 29.—Finance Minister Caillaux was busy today putting into effect his measures, approved by Par- liament, to remedy France's financial !sityation—a _situation which he de- ribed in an address last night as | serious than people say, but more serious than people think." It is understood that the new gold loan, reserved to holders of national defense bonds, will be reédy to issue within 10 days, and it wiil perhaps be inaugurated on Bastile day, July 14, the occasion of France's national fete. Received Favorably. Financial experts in_general give favorable reception to the gold loan plan, although agreeing with M. Cail- laux that it is a bold measure. Some, however, criticise it, saying it is a in paper. These critics point out that it may zed upon by manufacturers deal- n government supplies and others o precedent on which to base de- ands for payments calculated on a gold basis. The wisdom of increasing the note circulation is generally indorsed, and it is again stated that the new issue will not constitute inflation, as the notes will not be used to cover budget expenditures but legitimate needs of commerce. Economists hold that the note cir- culation ought to amount on one and a half times the budget total, and the figure authorized by parliament -will correspond to this'ratio. RECEIVER NAMED FOR ELECTRIC LINE Railway Business in Georges Creek Region Ruined by Mining " Slump and Busses. Special Dispatch to The Star. CUMBERLAND, Md., June 29— Blaming busses and a general slump Co. agreed today to a receivership applied for by Ernest H. Johnson of Westfield, N. J., a $12,000 creditor. David B. Price of Frostburg, Md., general manager of the company, which runs 25 miles through the Georges Creek mining reglon, was named receiver. Three bond *mortgages, aggregat- ing $655,000 at 5 per cent, stand interest upon which has been paid by H. L. Doherty of New York, who accord- ing to the bill, advanced $86,000 for the payment of interest and addi- tional sums for operations. A meeting of stockholders will be held in a few days to consider re- organization. The Maryland Public Service Com- mission recently granted the com- pany the right to operate busses as HALTED RENT CASES. TO BE PROSECUTED Suits Left Over From Commission to Receive Attention, Probably Beginning Tomorrow. The work of prosecuting the 338 cases left over at the expiration of the Rent Commission will probably be started by Vernon West, special as- sistant to the Attorney General, to- morrow. Mr. West has made a study of the entire situation and will begin work on the cases as soon as he receives the complete Rent Commission files now held by the Department of Jus- tice. Mr. West expects to get these files tomorrow, and after a study of them will begin to prosecute the cases at once. > These cases in the main consist of refunds due tenants by reason of the reduction of their rent by the com- mission, and refunds to tenants where landlords ignored the decision of the Rent Commission and charged a higher rate than was authorized. The constitutionality of the com- mission prior to the Chastleton case will also probably be tested by Mr. West. This would mean that penal- ties for disregarding the Rent Com- mission’s edicts on grounds of its supposed unconstitutionality at that time would be retroactive.
