V. NOAD FOUND DEAD. Clerk in General Land Office Heart Disease Victim. villlam V. Noad, 65, clerk in the neral Land Office, was found dead in his room at 1108 Euclid street late vesterday afternoon. His death re- sulted from an attack of heart disease. The deceased, who was unmarried, had been a residermt of this city since 1918. His parents died a number of vears ago. His father was a native of Montreal, Canada, and his mother a. native of Louisville, Ky. Coroner J. Ramsay Nevitt gave a cértificate of death. Mrs. Eva of Capt. NEW YORK, June 20.—A proposal that the once familiar ‘‘cat-o’-nine- tails” be adopted by New York State as a means of curbing violent crime, was made yesterday by two Y. M. C. A. officlals—Clifford A. Braider, execu- tive secretary of the Merchant Sea- men's Y. M. C. A, and Stuart M. Beard, assistant secretary. They sald prisons would be made al- most useless by this means, their heavy upkeep charges virtually wiped out, and crimes of violence reduced to a minimum. Use of the lash in Delaware, Eng- land, Canada, parts of Maryland and of Virginia, and in some other few communities, he insistéd, has shown that a man who has felt the lash Is never a second offender. It would be used only as punish- ment after offenses of unusual vio- lence—cases of criminal assault, atro- cious It and battery and the like. June 20.—The happincss of the American people can “|be “best promoted,” William Green, president of the American Federation of Labor, declared yesterday through an understanding and co-operation be- tween the religious forces of the Na- tion and its organized labor groups. ‘Addressing the New York State Christian Endeavor Union, Mr. Green urged ‘“‘co-operation on all subjects of comman interest embodying the es- sence of morality, justice and fair dealing.” and said that ‘“regarding those subjects upon which we may not be in accord, we can, at least, maintain a charitable and sympathetic attitude toward each other. Mr. Green charged that misrepre- sentation had caused defeat of the proposed constitutional _child labor amendment, and added that “it is the unswerving purpose” of the federa- tion to carry on the campagin of edu- cation in behalf of its adoption.” The federation, he said, also will continue its fight for compulsory ed- ucation, for “if men and women are to exercise the power of self-govern- ment, above all, they must understand our form of Government, its institu- tions, its ideals and its structure.” BUILDS BIG WAREHOUSE. Kossovo day, the national festival of the Serblan people, was observed with special prayers of Thangsgiv- ing_at the National Cathedral yes- terday. The battle of Kosssovo, in 1389, in which the Serbs, under Czar Lazare, were defeated by the Turks, stands out as one of the most notable ex: hibitions of heroism in history. The Kossovo day service was held at the request of the Serblan lega- tion, which was represented, in addi tion to the minister, Dr. Anta Tres- ich-Pavichich, and Dr. Marionovitch, first secretary, by M. Branko-Adjenov- itch, second secretary, and Mme. Branko-Adjenovitch and Capt. and Mrs. Gordon-Gordon Smith. Serb Flag Carried in Procession. The Serbian natfonal flag was car ried In procession and the cathedral choir led in the singing of the Ser- blan national anthem. Prayers also were offered by Rev. Dr. Willlam L. De Vries, chancellor of the cathedral, for the millions of T ] northern Slavs now under the bond- age of the present Russian govern- ment. “The Ssrbs,” said Canon De Vries, “‘are the only people which celebrate a battle in which the nation went down | to defeat. ‘The reason for this is that the heroism displayed by the forces under Czar Lazare was as glorious as |any victory could have been. Memo- ries of the heroism of these marty: for Christ kept alive the nation: spirit of the Serbian race for centuri and ultimately they won their inde- pendence from the Turkish yoke. Seeds of Victory Seen in Defeat. “The Serbs were victorious finally because Christ lived in them. The seeds of victory were sown in their de- feat at Kossovo, even as the cause of Christianity, apparently in defeat on Calvary, swept on to new triumphs under a'living Christ.” He contrasted the hope of Chris- tianity, based on knowledge of and comradeship with a with the fatalistic despair of the Mo- hammedan religion. He sald that the members of the Christian church throughout the world ought to thank God for those Serbian martyrs. Two annual awards of honor to choir boys in recognition of their serv- ices to the Cathedral were made at the close of the service. Edward Grouch received the Harriet Lane Johnson medal for long service. The Mount St. Alban medal for the great- est improvement during the year was presented to John Waters. The popularity of June as a month for marriage is inherited from the Greeks and Romans. The goddess Juno, to whom the month was dedi- cated, was the patroness of marriage.
