BALTIMORE, June 19.—The odor of alcohol in a public place does mnot constitute a violation of the Volstead law and does not war- rant a raid without a search war- rant, Commissioner J. Dry agents said that while mak- ing an investigation of the building they detected the odor of alcohol. They found 200 gallons of whisky, five drums of alcohol and 28 cases of beer in the search that followed.
