The Cosmopolitan Club of Wash ington will set a precedent in the gory of luncheon and civie clubs inithis country when they begin the ergetion of an 1l-story hotel at the gner of Thirteenth and H streets ¥thwest. Attache’s Apology To Police Closes Issue on Speeding The apology of Jules Henry, at tache of the French embassy, for his so-called discourteous treatment le policeman who halted him for speeding near Scott Circle recently, was accepted today by the Commissioners, closing the incident. Commissioner Rudolph so notified Secretary of State Kellogg in a let- ter this afternoon. Henry, in his apology. explained. it is understood, that he was in a hurry to catch a train. The officer accused the at- tache of grabbing his hat off and snatching from the officer’s hands the envoy's diplomatic identifica tion card. The apology was con veved to the Commissioners through the State Department. She BRAILLE CLASSES HALTED ‘The Braille classes of the clerical corps of the District chapter of the American Red Cross, which has been at work all Winter and Spring turn- ing out Braille material for the use of soldiers blinded in the World War, have been discontinued because of the hot weather and will not be started until early in October, Miss Anne C.
