DRNE I UMD Postal Authorities Seek to Stop Leak That Costs Tax- payers $1,740,000 a Year. By the Associated Press. Postmaster General New has deter- mined to attempt to curb careless cor- respondents and prod parcel post users who are responsible for a drag on the postal service, 'which causes an enormous economic and considerable financial loss each year. With a view to reducing dead letters and parcels, letter office at the rate of 21,000,000 letters and 803,000 parcels a year, the Postmaster General has desig: ed the week of June 1 to 7 as “Better Malling week,” during which a Nation-wide campaign will be conducted to educate every one to use more care in the ad- dressing of mail. Give Sender's Address. “If every one who mailed a letter or parcel put a return address on the en- velope (and the proper place is the upper left-hand corner, not the back)," says the Postmaster General, “‘the dead letter office could be closed and a vast amount of money, time and energy saved. More than 99 per cent of dead letters contain no clue to the sender on the envelope. “"Mistakes are bound to occur, but investigation of claims and complaints divulges that in the vast majority cases it is the mailer rather than the postal clerk who makes the error. We are going to try to do better. We are striving for that goal of perfection, and we would like for you to co-oper- ate with us and help reduce that ap- palling dead letter revenue. It can be done by: ““Addressing letters plainly, leaving out nothing that will help the carrier make delivery; “Putting return address in upper left-hand corner; “Using strong cord and stout paper.” Find $55,523 in Cash. Of the 21,803,000 pieces of mail which went to the dead letter office last year, 100,000 letters were in per- fectly biank envelopes. Cash re- moved from dead letters amounted to $3.523, which was turned into the United States Treasury because its owners could not be located owing to lack of return and other address: Postage stamps amounting to $12,165 were similarly found in undeliverable and unreturnable mail. Checks, drafts and_money orders amounting to $3.- 546,542 likewise were found, but they represented only so much paper be- cause they could not be cashed and have to be held a vear for reclaiming, then to be destroyed. “Nixies” Cost $1,740,000. The revenue of the dead letter of- fice is sufficient to keep that institu- tion functioning, but it is not nearly enough to pay the annual bill for sup- port of the “Nixie,” as postal em. ployes call a letter or parcel so im- properly addressed that it cannot be delivered to the addressee nor re- turned to the sender without special treatment. This speclal treatment, called directory service, costs the tax- payers $1,740,000 a year. In New York City alone it costs $500 a day to Jook up addresses. Approximately 200,000,000 pleces of mail yearly are given driectory service. The simple addition of a return address would ob- viate it entirely, post office officials say. BALTIMORE, Ma., May 28 (P).— Judgments against the Tidewater Portland Cement Co. on demand, and promissory notes totaling $680,427 were obtained by default in Superior Court here yesterday. Receivers for the company were appointed Tuesday in the United States District Court. The company consented to the receivership, saying that the suits by O. E. Foster of Buffalo for $434,663 and W.
