By the Asscciated Press. : CHICAGO, May 22.—The people of America should be taught that eco- nomic evils have economic remedles and cannot always be cured by legis- lation, Simeon D. Fess, United States Senator from Ohio, declared today in an address before the meeting of the International Association of Garment Manufacturers here. “We now are nearly a government by commissions,” he continued, “and this bureaucratic movement of the last 25 years is the product of the de- mand for increased legislation.” The National Government, he said, has reduced taxes from $54 to $27 per capita, while States have increased taxes nearly 100 per cent. The order has gone out from Washington, he added, to effect economies which would reduce the next budget to $3,000,000,- 000, a reduction of $80,000,000. Senator Fess said he has framed a bill to stop interstate shipment of Babylonian Composition Is Deci- phered in Berlin. Correspondence of the Assoctated Press. BERLIN, April 27.—The oldest known musical manuscipt has been deciphered by Dr. Curt Sachs, music historian at the Berlin University. It is of Babylonian origin with cuneiform ideographics inscribed on clay plates, and was found at Assur in Asfa Minor. This music is said to date back to the 2nd century B. C. Half tones are not employed at all, but five tones of the scale are used in fugue formation. The accompan- iment to the melody is furnished by a harp of 18 strings, for which double stops are frequently prescribed. Goes to Edgewood School. Maj. Notification came in the form of a telegram from John Callahan, regent and State superintendent of schools, who with M. B. Olbrich, another re- gent, recelved Dr. Frank’'s answer in New York yesterday.
