Disputch to The Star W YORK, May 21.—Plans in the Chicago district for improved transportation facilities by both rail and water, which will affect pro- ducers, shippers und distributors in every section of the Natlon, now seem assured of consummation. The Chicago city council has taken fa- vorable action on the proposal of the Van Sweringen interests as rep- resented by the Nickel Plate Rail- road for construction of a great har- bor in Lake Calumet. While the ac- tion of the Chicago city fathers has been temporarily held up by u tech- nicality, there is little doubt that the plan tinally will be accepted, accord- | |Ing to dispatches recelved by rail- |ro4d and steamship men here today. Huge Inland Herbor Planned. The project as outlined would give Chicago one of the main distribution centers of the country, the largest inland harbor in the world transform what is now swampy body of water into minal for the handling of huge vol- umes of Anferican products. In return for dredging the swamp and a 6-mile channel 200 feet wide to connect Lake Michigan, the road seeks to acquire title to right of way “Tor a belt Iroad in the new dis- trict and 200 acres of land reclaimed from the swamp. The dredging op- erations would cost $600,000 and re- quire about a year for completion. Calumet River now connects Calumet Lake with the waters of Michigan, and the Federal Government already has dredged an area at the head of the former lake large enough to per- mit the turning of 500-foot lake! steamers Docks for 125 Steamers, The whole development of the Cal- | lumet district has been planned for | almost 15 years, and a decade ago engineers had formulated plans for the harbor, which eventually will {have 15 miles of docks and facilitles | to care for 1 of the largest lake steamers at time. The industrial! development of the district has been given impetus by the increased vol- ume of traffic centering in Chicago and the rise in land values which have made ‘manufacturing plants nearer the center of the city uneco- nomical. Rights Already Adjusted. The Nickel Plate has been influ enced to tuke over its end of the de- velopment by the value seen in run- ning its tracks around the lake and | acting as junction carrier between | the plants and wharves there and the 23 rallroads entering the Chicag district. The courts recently have |settled title to the properties in- volved and adjusted the question of riparian rights.
