Condemnation of the alleged prac- tice of guldes around the Capitol and other public bulldings making disparaging remarks about the South- west section of the city, was voiced in resolutions adopted by the South- west Citizens' Assoclation at a meet ing in the Falrbrother School, Tenth and I streats, last night. Lecturers on sight scelng busses also “poke fun” at “the Southwest, it was said, on trips through this sectlon, where many of the Government buildings are lo cated. The resolution urges the architect of the Capitol, who has furisdiction over all guldes within the Capitol reservution, to endeavor to put a stop to the ‘‘unpleasant, detrl- mental and slanderous references to this historical section of Washington.” Managers of sight-seeing busses also will be urged to ban such utter- ances by their employes or “be in a position to prove the authenticity of their assertions.” Protest Council Plan. President George M. Yeatman re- ported on the action taken by the as- sociation’s delegates to the Federation of Citizens’ Assoclations in an effort 10 defer election of members of the Citizans' Advisory Council until such time as a broader scheme could be worked out, whereby the council would be more representative of the entire city The association favored the council plan, but disapproved of the method of electing members there. of and did not name a candidate. Mr. Yeatman outlined an amend- ment to the councll plan, which, he sald, will be up for consideration be- fore the federation at its first meeting in June. His proposed amendment calls for three councilmen from the Northwest section, one of whom shall e from Georgetown, another from the Northwest suburbs and the third to represent the northwest proper; two councllmen from the Northeast, one to represent the suburban section: two to represent the Southeast and its suburbs and one councilman for the entire Southwest. Oyster, the association indorsed Wiillam T. Galliher for ap. vointment to the vacancy in the office of Commissioner. Robert Strobel, chairman of the police and fire protection committee, Teported that the association's request for one of the new motor fire engines recently placed in service here had been denied, but that he had assur- ance that consideration would be §iven to Southwest fire-fighting needs when the next_consignment of appa- ratus arrives. It was pointed out that the tractor-drawn equipment now housed at No. 13 Engine House is in- adequate. Suggest School Site. Indorsement was given to the plan to bulld a new building to take the place of the Jefferson Junior High School. - Tt will be suggested to the Roard of Education that when the new structure is erected it be placed one square suoth of its pres- ent location at Sixth and D streets and that the site of the present bulld- ing be converted into a vground. The Pennsylvania Rallroad Co. will be urged to install electric engines to transport its trains through the city, and in this manner remove tae huisance caused by smoke and noise, Which, it was sald, is detrimental to the studies of the school children. Request also will be made for addl- tional playground facilities on Twelfth street between C and D streets. The superintendent of public build- ings and grounds will be urged to re- new the band concerts in the Smith- ronlan Grounds. Va., May 21.—Tha Medical Soclety of Virginia, Maryland and the District of Columbia held its semi-annual meeting in Warreiton vesterday. About 60 members were in attendance. Papers were read by Dr. C. Augustus Simpson, Dr. Thoras Madden Foley Dr. J. Lawn Thompson and Dr. W ilam Calhoun Sterling. Resolutions were read on the death of Dr. Howard Fletcher of Warrenton, a past officer of the society. The physiclans visited and inspected the new Fauquier Coun- ty Hoopital. Officers elected were: Dr. J. W. Bir Sandy Spring, Md., president; Dr. Bache Gill, Washington, Va., first vice president; Dr. J. E. Knight, Bristers. burg, Va., second vice president: D: Willlam T. Davis, Washington, D. C. corresponding secretary; Dr. Joseph Rogers, Washington, D. C., recording secretary, and Dr. Robert Scott Lamb, Washington, D. 'C., treasurer. The next meeting will be held in Washing- ton in November. SOLDIERS’ HOME MATRON CHARGED WITH FORGERY Death of Inmates Causes Investiga tion of Cashing of Two Checks at Richmond, Va. RICHMOND, Va., May 21.—Charged | with forgery of two checks, totaling approximately $1,100, Mrs. Henrietta Lillian Pankhurst. for four years matron of the Old Soldiers' Home here, was arrested last night and lodged in jail in default of $2,000 bond. The checks, police officers said, were drawn against the account of {an old soldier, whose name {is alleged to have been forged, and cashed at a local bank. The checks were dated May 6 and 19. However, the old soldier died at the home on May 10 and it was this fact that led to suspicion and resulted in the arrest| of the matron last night. FIRST ORPHAN ASYLUM OBSERVES 126TH YEAR Former Inmates Return to Balti- more Institution, Where May Day Fete Is Being Held. Special Dispatch to The Star. BALTIMORE, May 21.—One hun- dred and twenty-six years ago today the first orpban asylum In the coun- try was founded. It was located in Baltimore and called the Baltimore Orphan Asylum. Every year the asylum holds a cele bration. “One of its main purposes is to allow its old children a chance to come back and renew acquaintance. More than 250 persons are expected to attend the “home coming” today. The first event on the program will be & May day fete, in which all the 80 children—35 boys and 45 girls— will take part. Then will follow the annual presentation of prizes for de- portment, neatness and excellence in school work. An address by a clergyman will close the ceremonies.
