Payment by the Government of a part of the wages of American sea- men in order to permit Ameri- can ships to compete with foreign ships with low-paid seamen is the plan of Chairman O'Connor of the United States Shipping Board, nounced erday following a con ference the President. Mr O’Connor said he would urge it upon Congress as the major part of a pro- gram for building up the herchant marine.
