LONDON, February 24—The most habitual offenders against the laws of Great Britain are women, accord- ing to the report of the commiasion- ers of prisons and the directors of convict prisons for the past year. No fewer than T out of the 8,501 women received into prison in the year had been convicted before, or 82 per cent, compared with 62 per cent of the men. More than. 1,000 women had been convicted T1 to 20 times and 2,886 more than 20 times. The report also shows that the to- tal number of prisoners received un- der sentence was 58,216, compared with 60,832 for the preceding vear, a ' decrease of 2.616.
