LOUIS, March 17.—Willlam P. Sachs of St. Louis, an admitted pur- veyor of -fraudulent educational cre- dentials, late today in the hearing before the State Board of Health on the revocation of the medical license of Dr. Waldo M. Briggs, president of the St. Louis College of Physicians and Surgeons, declared that he had furnished 25 fraudulent sets of ore- dentials to students at Dr. Briggs' school. He began in 1915, he added, but had not met Dr. Briggs until 1916. “I never talked with Briggs di- rectly about credentials,” Sachs sald. Sachs stated that Dr. Robert Adcy STAR, WASHINGTON, who Is now under a two-year prison sentence for complicity in the alleged diploma mill scandal, had handled everything. Calls Himselt Educator. Sachs, who gave his occupation as “an educator,” tebtified that Adcox brought in students from other States to attend the Physicians and Surgeons’ College. These students would appear In class pictures and get diplomas despite the fact that they did not attend regular classes, he declared. Although not a physi- sian, Sachs sald he had been a dean of the old University of Arts and Sclences, and thus was in a position to furnish fake credentials after the university closed its doors. Added to this, he was once an examiner for the State Board of Education, he said, 50 that he was able to issue fraudu- lent high school certificates to aspir- ing young students. “Adcox gave $10 apiece for the certificates,” Sachs recounted, “but I learned later that he was selling them for $200 each.
