PARIS, February 27.—The Cham- ber of Deputies today adopted by a show of hands the article of the finance bill requiring incorporated stock companies to constitute their legal reserve out of French state funds. The article was voted after considerable discussion, during which Finance Minister Clementel explained that the state was not demanding the immediate transformation of existing reserve funds, but allowed 10 years for the change. The government accepted an amend- ment offered by Former Minister Louls Loucheur that government rentes should be entered in reserve funds at the price of their purchase. An opposition member pointed out that the government 3 per ocents, bought when the price was 103, still would be entered at that figure, al- though they are now quoted at 48. Finance Minister Clementel said the principle of the article had been adopted 20 years ago when the state savings banks had been ordered to keep their funds in state securities. DIES ON SEAFFOLD. MONTGOMERY, Ala., February 27.— Clarence Balley was hanged in the Montgomery County jail this morning for the murder at Kilby prison in November, 1923, of James Culpepper, a fellow prisoner.
