NEW GERMAN TAX PLANS ANNOUNCED Foreigners and Natives Equally Affected by Income .. Levy Now Proposed. By the Associated Press. BERLIN, February 20.—Draft pro- posals for a reorganized plan of Ger- man taxation, prepared by the min- istry of finance, have been printed and will be submitted to the Reich- stag. Under the proposals the new taxes will fall equally upon Germans and foreigners. They are expected to become operative in 1926. Incomes up to 8,000 marks will be taxed 10 per cent, and the percentage will rise to 30 per cent on incomes of 50,000 marks. On still larger in- comes it will not exceed one-third of the total incomes. Hitherto 4,000 marks has been the limit for the 10 per cent tax. The new corporation tax will re- quire companies to pay 20 per cent on nicome, plus 10 per cent on prof- its. Fortunes not exceeding 5,000 marks remain free from taxation. The inheritance clause provides for taxes of from 15 to 50 per cept on in- heritances in the case of direct heirs &nd from 15 to 60 per cent on lega- cies. The tax on new issues of industrial obligations is reduced from 3 per cent to 2 per cent and on foreign shares from 5 per cent to 4 per cent The bourse turnover tax and the tax on bills of exchange both are cut in half. The acquisition of landed prop- erty will be taxed 3 per cent instead of 4 per cent. February 20. — Walter Thomas Layton, editor of the Econ- omist, just back from the United States, sald yesterday that both Great Britain and America would have to apply to their continental debtors the principles which had been applied to Germany in the Dawes plan. He sald that England and America would have to realize they must base their claims against their debtors on the debtors’ capacity to pay. The ap- plication of the Dawes report to the French and Italian debts, he said, would insure that the payments would not be so great as to influence ex- changes. Hits Balfour Idea. The doctrine laid down in the Bal- four note—implying that France must pay what Germany does not—the speaker criticlzed as an impossible and preposterous ona which Winston Churchill had tacitly abandoned in Great Britain's recent debt note to France. If the Dawes plan produced from Germany even two-thirds of what was expected of it, Mr. Layton said, the most Great Britain could expect from France is 1 per cent interest on the debt annually and 15 per cent of what France gets from Germany. The corresponding figures from Italy, he added, would be one-half of 1 per cent and 10 per cent America, he was convinced, would not sce it quite that way, thought the most the United States could possibly get, or try to obtain, was 2 per cent interest from France | and 1 per cent from Italy. Under the Dawes plan, plus his proposals for debt payments, Mr. Layton estimated Germany's pay- ments, exclusive of occupation costs, would be 72,000,000 sierling net. Of this amount the emaller allies, imcluding Belgium, would get four and a. half millions, Italy one million and France the twelve and & half milfon surplus—"about 1 per cent of what has already been spent on the devastated reglons"—and American would get fifty-four and a half millions.
