URGE REGULATION OF . C. TRADES Rhode Island Avenue cm- zens Indorse Measure to Increase D. C. Powers. The Rhode Island Avenue Citizens’ Association, meeting in the Sherwood Presbyterian Church hall last night, approved in part the proposed meas- ure for increasing the powers of the District Commissioners. The granting of additional power to the Commissioners to regulate the trades was approved, provided that they be allowed to regulate only those trades which are now regu- lated by existing law. The right to regulate assessment on property owners for the fixing of streets, road- ways and alleys was indorsed, with minor changes in phraseology recom- 1 -nded. * This part of the measure was ap- proved following a report by A. T. Cu- gack of the committee on law and legis- lation. Mr. Cusack, in his report, reit- ecrated and emphasized the importance of the association opposing vigorously the appointment of judges and the Board of Education by the Commission- ers. The assoclation had previously considered other parts of the pro- posed bill and last night's action en- ables it to express its opinion in full on the document Grade Crossing Dangers. Statements were reiterated regard- ing the danger of the grade crossing near Langdon, where a roadway runs across the Baltimore and Ohio Rail- road's tracks. B. F. Edwards recalled that 14 people had been killed at the crossing and urged that the assocla- tion push a former request that the crossing be done away with. A resolution was adopted to request the board of education to furnish transportation facilities for children living at long distances from the Langdon School. Another resolution was adopted re- oucsting the District Commissioners to establish another fire engine house in the immediate vicinity, the present engine company being declared in- adequate. The Public Utilities Commission was commended for its action in re- fusing to_ permit the street railway companies to install any more one- man cars. and a further request was made in the resolution to have the one-man_car ‘done away with alto- gether, William S. Torbert introduc- ing the resolution. New Sidewalks Asked. MOTORIZING POLICE 10 BE ADVOCATED Trade Board COmmfittee Fa- vors Plan Outside of Congested Area. The gradual motorization of all po- lice patroling the city outside the congested area will be recommended by the Board of Trade committee on public safety in its anual report No- vember 10. It was pointed out that ‘some pa- trolmen have beats that carry them many miles, and their efficiency would be tripled if they were given motor- cycles ‘or small automobiles. The ommittee declared that Berkely, Calif., had mounted its entire forc: and that a large part of the police- men In Chicago were using motor cycles or small cars. The measure, the'committee states, would help the policing of the city in the event that Congress refused to add the 300 ur- gontly needed additional men to the force, Thé question of drivers' permits was discussed and the committee will recommend that applicants, after their examination, be given a proba- tionary permit extending from six months to a year, which could be re- voked or suspended if the owner was arrested for any traffic violation. It was pointed out that large amount of the traffic violations and accidents involved persons who had just learned to drive, and who in getting their permits felt that they were expert operator: r othes Policing Up. In response to a letter from the A. A. A. opposing the use of plain clothes officers to arrest traffic vio- lators the committee, while not in favor of this method, stated that un- der the present conditions there was none ‘other to use. It was declared that there are only elght traffic offi- cers patroling the city and that four are in uniform and four in plain clothes, alternating every day.
