LOUIS, September 18.—State taxing authorities were warned by Undersecreary ~ Winston of the Treasury last night to guard against tax rates that will eliminate incen- tive to creation of wealth, and there- by destroy important sources of revenue. This number dwindled with increas- ing rates to 535 in 1921, when the total maximum surtax went to 73 per cent.
