SAFETY COUNCIL WORK MAY ST0P To Make Final Decision in Light of Weak Moral and Financial Aid Tuesday. HAS PROVED VALUE Accident Decrease and Other Serv- ices Evidence of Worth of Group to City. On account of the lack of sufficient moral and financial support on the part of the commercial and civic in- terests of the nation’s capital, the executive committee of the Wash- ington Safety Council has voted to discontinue the work of the organi- zation, notwithstanding the fact that similar activities are being success- fully financed and conducted In more than fifty of the large cities of the country. A subsequent meeting of the committee will be held Tuesday, July § to cither reconsider the vote of discontinuing or to take proper steps to dissolve the council, which is an incorporate body. During 1923, which was the first vear of the council's activities, sixty less persons met accidental death than during the preceding year, not counting the number killed in the Knickerbocke= Theater disaster, which occurred in 1922, During the first five months of 1924 the acci- dant death rate ha n decreased by 5 over the reduced rate for 1823. The insurance companies have grant- cd a reduction of 11 per cent in the 1924 public iability insurance rates on experfence of 1923. This item alone has saved to the citizens of Washington many times the modest financial requirements of conducting || the council. Painted Safety Lines. The white lines which have been painted at all important downtown strect intersections as a gulde to pe- destrain and motorist have been paid for entirely by the Washington Safety Council through the special contribution of John Hays Ham- mond. As this is a direct duty of the police department and is go con- ducted in practically every American city but Washington, the council felt it was unfair for it to further utilize the citizens' money for this purpose. The council, therefore, ap- fo the Commissioners and was sful in having an item for this - placed in the emergency PAIT Shich fatled in its entirety due to 'the filibuster the last night in Congress. ¥ For eighteen months the Washington ty Council has conducted a contin- poster campaign, Keeping some ct message of safety constantly hefore the citizens of the Capital. Al though Wi.nington was the pioneer in this activity, it has now spread to many other cities having local safety councils, and the large poster is now being printed by the National Council for display simultaneously in various citles. Conducted Schools. During its existence the council sue- cessfully conducted two schools for safe driving and graduated 1,000 com- mercial and private drivers from its courses. It is a notable fact that with but one or two exoeptions, none of the graduates of the council's safety school has been apprehended for the violation of trafc rules. ¥or over year the council has been Issuing a regular monthly safety bulletin, and for the past few months 4 regular monthly fire prevention bul- letin, which has been placed in the hands of every school teacher in ‘Washington, as a direct result of this work. Safety has now been given a place in the dai'y classroom of every public school teacher in Washington. The latest safety moving picture film, “Ask Daddy,” has been exhibited by the councll ‘as a_part of the visual education work of the public schools to approximately 20,000 school chil- dren, both white and ‘colored. Follow- ing the exhibition of this fiim, junior safety councils have been successfully organized in twenty-one schools, and at the closing of the school year showed a total membership of about 2,300 children, who were actively and sincerely engaged, not only in prevent- ing accidents to themselves, but in en. couraging others to be safe. Several of these councils have given evening safety and fire prevention entertain- ments, which greatly impressed they ENCE DAY. The Washington Safety Council has al- ways realized and respected the nat- ural duties of the police department, it is pointed out, and has never in e on any way attempted to infri; fically these dutles, which are spe those of law enforcement. The coun- cil has endeavored, therefore, to con- duct an educational campaign in order to create a spirit In favor of docident reduction and law obedience.
