By the Asvociated Press. NEW YORK, June 23.—The cotton market opened easy at a decline of 12 to 20 points today, because of rela tively easy Liverpool cables and fa- vorable weather reports. Prices stiffened a few points on re- newed covering by July shorts, and price fixing was reported for the trade, but rallies met increased offer- ings, and it was rumored that some of the more favorable crop advices from the southwest were accompanied by selling orders. The issue of $2,496,000 of ten-year 8 per cent bonds of the Washington Railway and Electric Company, au- thorized by the Public Utilities Com- mission last Wednesday, is expected to be put on sale about the middls of this week at a price understood o be graphically illustrated by the an- nouncement of the sale of $2,500,000 state of Indlana six months' tax anticipation notes on a 23 per cent basis. At the same time, $6.700,000 County of Hampden, Mass., five-month dis- count notes were sold on a 2% per cent discount basis. In the open market today, sixty-day funds, loaned per cent, while for six-month per cent was bid and offered. Liberties Resume Advance.
