C. Militia Problems Based on Defense Against Invasion. By a Staff Correspondent. HEADQUARTERS 29TH NATIONAL GUARD DIVISION, VIRGINIA BEACH, Va., June 11.—The need for prompt at- | tention being given to the building of na- tional defense highways along the coast in this vicinity became strongly apparent today. when troops of the 20th National Guard Division, com- manded by Maj. Gen. Anton Stephan of Washington, D. C., made studies of this section in connection with the deployment of troops for a possible foreign invasion. Heavy rains in the last few days made many of the roads In the territory covered by this division almost impassable, and Gen. Stephan pointed out that none of them would be able to bear the heavy traffic of a troop move- ment with its accompanying lines of tractors and equipment.
