Da- vis, former ambassador to Great Brit- ain, in an address before the reglonal conference of democratic women from the middle Atlantic states. They were: . To cut expenses of the government senerally. To avoid increase in taxation by avoiding new expenses of the gov- ernment, “no matter under what Pleasant form or name. To support the budget-making power of the government. To revise the tarift on a cofnpeti- tive baxis. To reduce income tax rates for the B.pefit of all classes. Talks of Tax Levies. The tax-levying power of a govern- ment wes compared by Mr. Davis to o tollgate on the highway of life. The republican method of toll collec- ting., he continued, was to guther cnough funds to provide luxurious ve- hicles in which they could ride, while the democratic method was to levy tolls for repairs to the highway only wnd unforeseen surplus to be devoted to providing “resting places” for the wayworn traveler. The democratic method served all alike, Mr, Davis -usserted “The democrat should be for direct ' n.” he declared, “for then the taxpayer knows how much his gov- ernment is costing and he Is alert. Comparison of Assessments, . “Direct taxation is a tax on neces- sity, while indirect taxation is a tax on ability. Governments would rather get thelr funds by Indirect taxation, 28 the taxpayer I8 more doclle.” Dr. Manley O. Hudson, professor of international law at Harvard, polnted out that this country was still pay- ing for the wars in which it had en- &uged, and advocated the league of nations s a guarantee against future Wwars and unnecessary taxation. OHIO G. 0. P. PUTS 0. K. . ON COOLIDGE CAUSE Caate Central and Executive Com- mittees, Chairmen and Leaders Act. By the Associated Press. COLUMBUS, Ohto, January 25— Presldent Coolidge's Ohio campaign for the presidential nomination by the republican national convention in Cleveland in June was glven greater impetus yesterday, when the state central and executive committees, county chairmen and party leaders in mass convention unanimously in- dorged his candidacy and his cholce for the state's seven delegates at large to the convention. Those picked to carry the Coolldge banner at the Cleveland convention are United States Senators Frank B. Willis and Simeon D. Fess, Attorney riannral Harry M. Daugherty, Willlam Oooper Proctor of Cincinnati, who wauuxed the campaign of Gen. Leon- ard Wood for the presidential nom- ination four-years ago; former Rep- reeentative C. L. Knight of Akron, Mrs. John Gordon Battelle of Colum- bus and Mrs. David Tod of Youngs- town. These seven previously had been agreed upon between national and state leaders of the Coolldge campaign. No Second Chofce Action. The committees took mo action on the selection of some one to be Ohio's second cholce on the Coolidge slate. This matter still is understood not to be definitely determined. The primary law requires that candidates for delegates must name both a first and second cholce. Inasmuch as the Coolldge slate of delegates at large has received the indorsement of the state_committees it is expected that the President's written consent to their candidacies will be obtained and effort made to obtain a ruling from Secretary of State Thad H. Brown that would bar all candidates for delegate running as Coolidge dele- gates who have not obtalned such direct ~written consent. National Committeeman Rud K. Hynicka of Cincinnati announced he would not 2gain seek the office. He has been national committeeman for elght years. e - ‘WANT STATUS DEFINED. SAN JUAN, P. R., January 25.—The Pan-American Assoolation of Women in Porto Rico has sent a cablegram to President Coolldge urging a defl- nition of Porto Rico's status and the inclusion of women's suffrage ip the amended organic acts. =~because it is placed in & strained tion which ‘prevents the blood rom cr.reuhu'n’ properly.
