The process of emulation is con- tain.d in three words, “Find the boot- leggers.” Procedure Held a Simple One, By the simple procedure of “looking up” many of those who are susnected of dealing in forbidden beverages, San Francisco income tax agents| have added almost $100,000 to receipts | during the past month. That isn't all | —only a small proportion of the boot- leggers have yvet been “looked up,” und_indications are that a total of 32505000 from the same sources will have been accumulated before the g:;n season on income tax eligibles The secret of the whole thing is a little co-operation from . prohipition enforcement agents. Federal dry sleuths know most 5f the active boot- leggers and a wisle lot more who, until they catch them, can only be suspected of being bootleggers. Also, bootleggers who aren't caught too often invariably grow wealthy, and most of them put their surplus capital into real estate or apartment houses. 2 Namen of Suspects Linted. he procedure followed here is for the prohibition agents to turn over the names of all known and suspect- ed bootleggers to Treasury Depart- ment agents. The latter immediately start checking the names against alphabetical lists of property ‘owners in the county recorder's office, where property is transferred but not re- corded. The government agents get on the trail of the bootlegger through lists of all transfers made by realty dealers to the state realty commis- sion. An apparent victim of amnesia. he explained to reporters and the police that during four years of wandering he has worked hard and could not remember clearly the nlalmlves in Ohio who have sought m.
