NEW YORK, November 30.—Raw sugar was dull early today, with prices nominal at 6 cents for Cubas, cost and freight, equal to 7.78 duty paid. Ray sugat futures were lower under renewed liquidation with the dullness in raw and refined markets and the easier feeling obroad. Open- ing prices showed 7 to 10 points de- cline and this was increased to 10a12 points net loss during the noon hour. Refined sugar was guiet and un- changed at 9.20 to 9.25 for fine granu- lated. Special Dispatch to The Star, NEW YORK, November 30..In quiet trading bond prices varied over a narrow range today. Particularly was this true of the high-grade rails and industrials. Changes were only fractional, with declines and ad- vances about equally balanced. In the government bond list there was a show of strength In the tax- exempt 3%s. New U. S. Financing Soon. Announcement is expected shortly of new Treasury financing. It will probably take the form of certificates of Indebtedness amounting to around $400,000,000. Whether the interest rate will be 43 or 4% per cent de- pends on market conditions at the time. The new certificates will be dated December 15. Irregularity featured the industrial group. Central Leather 5s, which have been under heavy pressure for a week or more, rallied fractionally. American Writing Paper 6s lost more ground. Cuban Cane convertible 7s and 8s as well as the Easterd Sugar 78 reacted. Tractions Are Firm. Among the tractions the Interbor- ough issues were firm, as were the Brooklyn Manhattan Transit 6s. Market Street Railway first 5s and the 6 per cent notes went a little higher, but the movement was very small compared with the speculative activ ity in the stock. No reasonable ex- planation has been offered for the low price of either of these issues. The 5% due September 1, 1924, sell- ing around 91z, give a maturity yield of over 14 per cent, while the & per cent notes, due April 1, 1924, at 943% yleld over 12 per cent. SIx per cent dividends are being paid on the prior lien stock. December 30.—Con- version of the Western Maryland Railway Company shops at Port Con- vington and Hagerstown into car manufacturing plants was announced vesterday. The two shops, in addi- tion to making repairs, now are turn- ing out 150 new steel cars monthly, it was said. The new working plan for the shop® was adopted as a means of pro- viding all-year work for shop em- ployes. Heretofore long furloughs have been granted every winter when work became slack.
