FOLLOW LEAD SHP - DOCTRINE BAGKED Bestroyer Officer Justifies Rear Vessels in Wreck Off California. By the Associated Press. SAN DIEGO, Calif., September More complete exposition of the “de- stroyer doctrine” by which officers are trained to “follow their leader” oc- cupied a large share of yesterday's session of the naval court of inquiry investigating the disaster in which six vessels tralled the U. S. S. Delphy to destruction on the rocks off Honda, Calif., September 8. oA declaration that this doctrine of ‘do and dare and follow the leader” was responsible for the success of American destroyer squadrons in the world war was drawn from one de- fendant-witness vesterday by Admiral Willlam V. Pratt, presiding member of the court, “in order, admiral explained, “to forestall any miscon- ception of the spirit which motivates the officers of the destroyer squadron “in racing full tilt behind their flag- ship wherever It may lead.” Commander William S. Pye, division chief in the squadron that was wreck- ed, testified that at one point on the voyage down the coast from San Francisco he had noted that the Delphy was steering a course that would soon lead them into danger, but he had hardly reached the con- clusion that the course was dangerous before she signaled a swerve into asfer waters. Tt was difficult to check the naviga- tion of the leading ship, he said, but he was satisfied from the data avail- able to him that night that her navi- gators knew where they were going. GIRL DENIES CHARGE SHE WAS KIDNAPED Eight-Year-0ld Maiden Declares She Willingly Accompanied Capt. Jennings to Washington. By the Associated Press. EW YORK, September 28.—Eight- year-old Ruth Smerling declared, in a Brooklyn court, that she willingly had consented to make a trip to Philadelphia, Baltimore and Wash- ington last June with Capt. Hubert F. Jennings, forty vears old, who is on trial, charged with kidnaping her. The child answered questions in- stantly and clearly. She said that on the third day of their trip she be- came tired of the travel and that Jennings bought her a ticket to New York from Washington, placed her on a train and telegraphed her mother she was returning. Mrs. Smerling testified she had re- ceived the telegram and met her daughter at the train. She said the girl had left without felling her. and that the first word she had from her was the telegram. She had not known Capt. Jennings prior to the alleged kidnaping, she said. LEVIATHAN MARK HIGH. Carries More Passengers Than Any Other Ship in Four Trips.
