FRANK CRANE. An everybody séems to be giving advice to China just at present, I 866 no reason why I should restrain the impulse to sit into the game. My advice has not been asked and it probably will not be heeded, but that does not Interfere with the pleasure of giving it. Most of it also is sec- ond hand; still, I have never used it, and certainly nobody has ever fol- lowed it. 1. Now that China is rid of her monarchy leét her make a clean sweep and get 'rid of all the trappings and leavings of monarchy. Appoint a commission of business men to run the government. Elect no president. Hire a general manager. Clean up Peking and use it as a museum. It certainly is useless as a governmental tool Bend‘?. the diplomats and am- bassadors Back home. t playing politics and go to work. 2. Adopt the principle of single tax. course, the present land tax is nothing like single tax. Single tax is the only theory of taxation which just and logical. Get rid of all tariffs and eustoms and “likins” and jother forms of graft. - 3. Get rid of the soldiers. At least put them all to work making roads and improving rivers and building rallways instead of loafing around carrying guns and eating thelr heads off. 4. Establish a system of upiversal education. Instead of spending nine- tenths of the income on soldiers spend it on school teachers, Nothing but educatiort will lift the population out of the mud, not only the actual mud of the streets and floors, but the spiritual mud of superstition and tgnorance. 5. Simplify the language so that the child does not need to waste all his energy in learning leters. Dis- tinguish between literacy and eduga- tion. Teach the:children the truths of science, the facts and laws of the world we live in, the facts and laws of lite. There is not much use having education unless it is a real equip- ment for life. China needs to quit studying puzzles and to.begin study- ing sclence. 6. Realize the simplicity and prac- ticality of federation. Let eaeh prov- ince govern itself and mind its own bueiness, and let the whole nation be managed by-a commission which shall attend to all federal affairs. 7. Realize that the only way China can be redeemed is the only way any nation can be saved. from the bottom up, not from the top down. 150 SEEK COMMISSIONS IN SCHOOL CADET CORPS Candidates to Take Qualifying Ex- aminations Tomorrow Under Di- rection of Lieut.
