JACKSONVILLE, Fla, April 17— Alleging that he had been flogged with a heavy belt while in the con- vict turpentine camp of Senator T. J. Knabb until his condition had be- come so severe that he was removed by a state prison inspector, Paul White, seventeen-year-old youth of Washington, D. C., has placed in the hands of state authorities an afidavit setting forth additional details of al- leged mistreatment.
