NO QUARTER GIVEN Toll of Dead Patrolmen Means In- stant Firing on Suspects Now. Special Dispatch to The Star. LOS ANGELES, Calif., March 16.— The Los Angeles police now are shooting to kill. In consequence there is an exodus of criminals from the city. “The law” i3 being made supreme here, where for months it has been in contempt The criminal element, grown over- bold, had taken its toll of the guardians of the city. Several officers gave their lives because they essayed peaceful methods in making arrests. One of those was Detective Sergt. Fitzgerald, and the world has been told of the relentless man-hunt by Chief of Police Oaks to capture his “Little Phil” Alguin, now in_the county jail, but who Iy will never live to face a Score Being Evened. This condition could not last. There was no publishing of commands. But the police were given to understand that they would be supported in pro- tecting themselves. Now police guns are the first to bark and the score is being evened. Last week the officers got *“Old rwood, with a record of service of crime. Last night the officers got Joseph Herman, not sturned eighteen. He died with curses and blasphemy de- filing his young lips; dled as he had lived, with a sneer stamped upon ‘outhful countenance for life and &. His death, likewise, was dra- ma and tragedy and a possible les- son for the new generation growing up without respect for the laws of God or man. Answers Old Call., “Old Tom” Garwood never was without respect for the law. To him it was a mighty and majestic thing. It was real adventure to poach upon ts domains. For its minions he had THE EVENING STAR, WASHINGT less respect, was with them that he matched his wits and carried on his warfare. But he had pald with prison sweat for the bread he ate at the expense of the law and in ence of his dark cell, officers he wrestled with the problem of & higher 'power, and he belleved. For & time he was quiet. But once more_the call came and a series of daring safe-blowing exploits told the law that “Old Tom” was prowling again—that once more the school- master was active with picked pupils. Police Pistols Speak. The law surprised a band of safe- blowers as they were quitting a suc- cessful job. The voice of one of them sounded a warning and the police pis- ols spoke, concentrating thelr fire on the speaker. The bandits fled, shoot- ing as they ran. A cautlous approach revealed the body of one man. A shot from his own pistol had passed through his heapt. He had other wounds, from police bullets, which might have been mortal. But he did not wait for a lingering death, or a possible recovery that would lead to a prison cell. He had murmured his last words as he shot, the police say, and they be- Heve them to have been a prayer as he made sure of fate surrendering at last to the law. Thus died “0ld Tom" Garwood, one of the last of his kind. Last night the law surprised a lone burglar. Once again the police guns spoke. In the ambulance a slender youth told his name and age and that|, he had been in a New York reforma- tory. On the operating table with two wounds in the body the surgeons pleaded that he tell more as he proba- bly couldn't live. Goes De “So 1 am going to dle, eh?” sneer curled his white’ lips.
