By the Associated Press. - LONDON, February 28.—The desire expressed by President Harding and Secretary of State Hughes for the participation of the United States in the permanent court of international Jjustice is characterized by Lord Rob: ert Cecil, recognized as one of the leading British experts in the league of nations aftairs, as “particularly pleasing,” but has not caused him to jump to the conclusion that the United States is about ready to take out full membership in the league. “The only constructive comment I can make” sald Lord Robert in a statement to the Assoclated Press, “is that I see no reason why Mr. Hughes' reservations should not be accepted. Naturally, I know the temper of the league assembly, and in the assembly there will be no objection to Ameri- can participation in the permanent court under the American conditions. 1 have heard some comment thrt America seems to be trying to ob- tain the advantages of the league without incurring the responsibilities, but it does not appeal to me in that light, for the league and the cour: are distinctly meparate bodies, as i the opium commission, in which America iy co-operating. “President Harding’'s proposal seems to include full responsibilities, by sharing the expenses of the court and in other ways, and I see no justifica- tion for such criticism.” Lord Robert added that the pro: posal of President Harding and Mr. Hughes was of the greatest personal interest to him, in view of his forth- coming visit to the United States.
