LODGE LEADS OPPOSITION Massachusetts Senator Defends Ad- ministration and Explains Delay in Acting. Demanding. that the United States ®overnment recognize the govern- ment of Russia without further delay, Senator Borah of Idaho, republican, in a two-hour speech in the Senate Yesterday contrasted the action of Washington in recognizing the revolu- tionary government in France with the fallure of the present administra- tion to deal with the revolutionary government of Russla. “I cannot understand,” said Senator Borah, “why it is not the part of wisdom, in view of the conditions which now confront us, to do the simple thing in accord with the best traditions of America—to draw as friendly a relationship between those powers (Russia, Germany and Turkey) and the United States as possible. Eftect on World. “What would be the effect tomorrow piorning if it were known throughout the world that the United States had yecognized Mexico and established friendly relations with that nation and brought back the sympathetic yelation of all the people of South ‘America_to the United States? Sec- ondly, that the United States had recognized Russia and established friendly relations with that nation? What would be the psychological effect upon the condition of turmoil which _now tortures the human family? Is it not time for us to take some “steps, to make some move, to bring back’ friendly relations among the nations?” “Senator Lodge, chairman of the forelgn relations committee, came to the defense of the administration, declaring that recognition had not been accorded to the Russian soviet goverment, not because of its form, but because there was no assurance that it could or would protect the nationals of this country and their property within the borders of Rus- sia. No Fear of Holshevism. Senator Borah declared that he had 70 fear of the bolshevist propaganda having any effect in the United States. He added: “Our conduct toward Russia has fed bolshevism from the beginning. It has strengthened Lenin and Trotsky every day that it continued to exist. 80 I do not know what they would do; T do not care what they would do. I am perfectly willing to trust the American people against such propaganda. T do not know of any soil so sterile in which to sow and let die the seeds of bolshevism as the common people of America. I will trust our people to deal with such propaganda.” The ldaho senator said that at the present time seventeen nations are trading with Russia, either through treaties or by recognition. These gov- ernments, he said, were Great Britain, Germany, Ttaly, Norway, Sweden, Austria, Turkey, Esthonia, Lithuania, Finland, Serbia, Afghanisfan, Poland, Latvia, China, Japan and Mexico. Facts to Consider. “I hope.” he said, “we have heard enough about the fact that after six yeurs this government in Russia is unable to meet its obligations; that it has no money; that it may any day fail or fall by the wayside. That is not a matter, under present condi- tions and circumstances, which ought to_welgh in the least. “The preponderating, controlling, dominating fact is that there is a government which has had an_exist- ence for nearly six years, perform- ing all the duties and obligations of a government." Senator Borah's assertion that the oviet government was now maintaining order throughout its jurisdiction and was affording adequate protection to foreigners was controverted by Senator lodge, who gained the floor as soon as the 1daho senator had concluded. Opposed by Lodge. “I do mnot agree with the senator's views as to present conditions in Rus- sla,” Mr. Lodge said. “It is a truism that the United States cannot examine into the internal affairs of another govern- ment which seeks recognition, but at the same time it must also be conceded that it is the exclusive right of the recognizing power to decide when such recognition should be given. “It must also be conceded there are other things besides the internal status involved in the decision to recognize a government. One of these is its ability for international relations and another 8 to protect the nationals of other countries and to give them security and rafety in domestic courts. I cannot fgrea that this situation now obtains in Russia.” —_— TRIO ARRESTED FOR ALLEGED SHOPLIFTING {m [Wife Held for Grand Jury. Hus-i band and Sister Also ! ! in Toils. Mrs. Tlorence Begg, twenty-four vears old, Brookline, Mass, was ar- raigned in Police Court yesterday on A charge of shoplifting, having been arrested in a local store by Police- woman Irene Hubbs. She was held in bond in the sum of $1,000 for the action of the grand jury. Later in the day Detective Mans. fleld, Vermillion and Messer arrested William Begg, husband of the alleged shoplifter, and Miss Eva C. White, her sistcr, Charges of receiving stolen goods were filed against them. Following the Police Court hearing in Mrs. Begg's case, the police were told that her husband and sister were in the city and that they had alleged stolen property secreted In a 3d street rooming house. Detectives say they racovered alleged stolen property in The rooming house. Begg and his Astdr-in-law are saheduled for a Lotice Court hearing tomorrow. PURSE THIEF SOUGHT. Man Makes Practice of Robbing Teachers in Schools. School authorities and the police are anxious to establish the identity of an unidentified whiteman who has been stealing purses and money from teachers in schools in different parts of_the city. The latest school theft was reported vesterduy by Miss Julia M. Rawlings, principal of Wallach School, Pennsyl- vania avenue and 7th street south east, who told of the taking of a handbag containing $10. Police were told that the man has represented himself as being a so- licitor for a newspaper, but they re. ported he has no such employment. Two colored men were suspected in two instances.
