NEW YORK, January 25.—Dr. Royal 8. Copeland, United States ator-elect, and F. N. Shepherd, ex- ecutive manager of the American Bankers' Assoclation, voiced conflict- ing opinions upon labor disputes at & dinner of roup seven of the New | York State Bankers' Association last night. $ In answer, to Mr. Shepherd's state- ments to the effect that the educa- tion of the masses is the means of relieving discontent, Dr. Copeland charged that the “men in high places do not inform themselves.” “We cannot_pride ourselves par- ticularly on having an intelligent public opinion on economic ques- tions,”. Mr Shepherd sald. “In times of business distress the railroads, the | banks and all kinds of large busi- ness enterprises are assailed. Manchester, Ga., Chief of Police Asks Sheriff to Investigate His Act. | MANCHESTER, G Frank Chapman, anta, Birming- ham and Atlantic rallroad striker since March, 1921, was shot and killed late vesterday by J. D. O'Neill, chief of police. The chief immediately communicated with Sheriff J. B. Jar- rett of Meriwether county, asking him to investigate the = killing. Vermont Investigators Against St. Lawrence Proposal. MONTPELIER, Vt. January The Vermont commission on foreign and domestic commerce appointed by former Gov. James Hartness report- ed to the legislature yesterday against the proposed St.-Lawrence in- ternational waterway. The commission based its finding on three reasons, declaring that the mid- dle west, which would reap the great- est benefit from the proposed water- way. should bear the greater part of the expense, that Vermont does not need the electricity which under plans proposed could be cheaply de- veloped: and that the New England railroads would suffer a great loss 25— jof tonnage. FREDERICKSBURG, Va., January —James Sydnor Willis, Confederate veteran and prominent resident of Rap- idan, Va., died at his home on January 20, following & lingering iliness, in his elghty-second year. When the civil war broke out Mr. Willis, then a nineteen- year-old student at Locust Dale Acad- emy, left his school and enlisted in the | 15th’ Virginia Infantry.
