SPLIT THREATENED INARMY SERVICE Row in Quartermaster Corps May End With Guard and Reserve Breaking Away. HOLD ALL-NIGHT SESSION Meeting in New York Fails to Solve Dispute Over Attempt to Cur- | tail Col. Moss’ Power. By the Associated Prers. NEW YORK, January 25.-A row in the Quartermaster Corps, growing out of the appointment of Col. James A. Moss, retired, as head of the offi- cial publication of the service, the Quartermaster Review, has assumed such serious proportions that it threatens to split the personnel of | the reserve and National Guard away from the Regular Army, it was learned today, when an all-night meeting of the New York chapter of | the Quartermasters’ Association at the 71st ‘Reglment armory broke up. Three brigadier generals—A. C. Dal- ton, J. M. Carson and John B. Bell- inger—came here from Washington o attend the meeting. The trouble started. it was said, when Maj, Gen. William H. Hart, qdartermaster general of the Army, attempted to curtail the powers of Col. Moss, on the ground that they made an inactive officer too much of a factor in the service. Col. Moss is well known because of his military writings, A meeting of officers held in Wash- ington last December condemned Gen. Hart's attitude, it was said. At last night's meeting, by a sharply divided Vote, Gen. Hart was upheld. More than 100 officers attended. Col. Frank J. Burnham of this city, © member of the reserve, who led the fight for the representatives of the reserve and National Guard, sald, after the meeting, that an amicable settlement was out of the question. LONDON, January 25—The Times today published over the signatures of four British prime ministers and Viscount Grey of Fallodon a tribute to the late Walter Hines Page, former American ambassador to Great Brital Besides Viscount Grey, who was forelgn secretary during Mr. Page's term of service at the court of St. James, the signers are Mr. Bonar Law, the present prime minister; the Earl of Balfour, Herbert S. Asquith and David Lloyd George. The tribute, takes the form of a lotter to the' editor of the Times, and also contains an appeal for funds for the erection of a permanent memorial to Mr. Page, the form of which will depend upon the amount of subsriptions received.
