AUTO RECIPROCITY BILL .| INTRODUGED IN HOUSE Chairman Focht of D. C. Commit- . tee Urges Measure for .IQ Gasoline Tax. Chairman Focht of the House Dis- triet committee vesterday introduced in the House, at the request of the com- mittee, the bill providing a tax of 2 cents a gallon and a tag fee of $1 a year as a means of bringing about . automobile reciprocity between the District and Maryland. The bill, as introduced. was ap-} proved by the District Commissioners yesterday. It provides for abolition of the present personal property tax on automobiles. A stipulation is con- tained in the measure that it shall not take effect until January 1, 1924, unless the state of Maryland agrees to grant full reciprocity privileges to Washington motorists on or before July 1, 1923 +" The bill provides additional fees for steam and electrically driven vehicles Gasoline exported from the District “or used in motor boats, airplanes, stationary engines or for cleaning purposes will not be affected under provisions contained in the bill. GYPSY TRIBAL FEUDS WAR IN D. C. COURTS District Attorney’s Office Rendez- vous for Two Tribes, Each of Different Language. Gypsy tribal feuds are furnishing dif- ficult problems for local government at- torneys. The office of Assistant District Attorney Ralph Given, at the Police Court, has been the rendezvous of a = couplé of tribes of these nomads, each having a different language and each « having charges and counter charges to make. < " The result is that Louis Adams is be- ~ ing held for the grand jury on a charge = of stealing $500 from one of the oppos- . ing tribes. District Jury Returns Involuntary Manslaughter Verdict. Involuntary, manslaughter was the verdict rendered yesterday afternoon by a jury fn Criminal Division 2 in the case of John H. Judge, coloped, charged with murder In the first de- gree, in connection with the death of Etta Holt, also colored, last August. The tragedy occurred at a laundry near Blair road and Butternut street. The prisoner claimed the woman had threatened him and had displayed a revolver. In attempting to take the weapon from her it was discharged, he_claimed. Justice Bailey remanded the pris- oner for sentence. Attormeys Whelan and O'Connell appeared for the pris- oner, while Assistant United States Attorney Presmond conducted the | prosecution. CHARGED WITH SLAYING. William Isaac Accused of Fractur- ing Wife’s Skull. ‘William Isaac, colored, 123 L street southeast, yesterday afternoon joined | the colony of alleged slayers held in the District jail, some, walting trial and others awaiting the time set for them to pay the extreme penalty of the law for their crimes Isaac is accused of having caused the death of his wife, Willle Tsaac. by fractur- ing her skull while engaged in.an altercation with her at their home. Coroner Nevitt conducted an inquest over the woman's body at the morgue vesterday afternoon, and Isaac was committed to- jail as a result of the jury's finding. S MUSCLE SHOALS REPORT. Brig. Gen. They-gave their names and addresses at police headquarters as follows: Willlam Coyne, twenty-four, the Manchester Apartments; Zachariah Goldsmith, thirty-four, 1402 I street northwest; Robert Linton Sonne, twenty-six, the Calverton Apart- ments, and Charles Sonne, fifty-one, the Calverton Apartments. J., January 25.—. Dr. Edward B. Morgan, who grafted portions of a Dig's eve to the eysof Alfred Lemanowicz in an effort to restore the -seventeen- vear-old boy's sight, today pro- nounced the operation a success. When the bandage was removed youny Lemanowicz declared he could distinguish between light and darkness. The condition of the eye was healthy, the doctor sald. All hemorrhage had stopped and there was no fever. It will be at least ten days, how- éver, before the bandage can be permanently dispensed with, Dr. Morgan sald. the raid were Capt.
