PARIS, March 6.—The fimnelal stand- ing of former Emperor Charles of Aus- tria-Hungary in future wars looks ex- tremely dark as the ministries of the states created out of his old empire are making arrangements for a meeting in Paris March 16 to discuss just what they are ready to contribute toward the upkeep of the ex-monarch in his exile on the Island of Madeira. It is understood taat Italy is the only country which is considering favorably the proposition of assessments to meet his expenses, while Rumania has not and Ozechoslovakia are understodd to be opposed to contributing anything to- ward his expenses. Great Britain and France, at the last meeting of the council of ambassadors, declded they would not contribute to Charles’ upkeep and suggested that the countries most interested, namely, the Austrian succession states, get together and provide an amount annually to meet his household expenses. Great Britain and France, in making this sug- gestion, argued that it was at the re- uest of h-rles' the succession states that last attempt to regain the Hungarian throne was thwarted and that, therefore, they are morally re- sponsibie for his expenses. France and Great Britain decided they considered 250,000 francs & reasonable annual al- lowance.
