By the Associated Press, CHICAGO, ‘February 23.—Another pay slash, this time hitting 10,000 sta- tionary firemen and oilers, was made by the United States Rallroad Labor Board today, when it announced rules, effective March 1, eliminating extra pay until after the tenth hour and set- ting up a “split trick” of eight hours within a spread of twelve without any overtime pay. Following several other decisions virtually restoring the ten-hour day for ralircad workers, the hoard today au- thorized the roads to pay only pro-rata wages after the regular eight hours, which the board retained in principle as constituting a day’'s work, Time and one-half will be pald after ten hours. NEW YORK, February 23—The financial, ‘industrial and commercial depression of 1921 seemed to exercise little adverse effect upon the opera- tions of the leading life insurance companies, although lapses were heavy and many poliey holders were obliged to borrow money on their policics. Business of the New York Life In- surance Company for 1921 aggregat- ed the largest total in its history, with the exception of the preceding year. The company's new insurance for 1921 totaled $586,000,000, income exceeded §200,000.000 and almost $125,000,000 was disbursed in pay- ment to policy holders. MANILA, P. I, February 18.—The impending split in the nacionalista party came today after all negotia- tions toward healing the breach had failed.
