February 23.— Good roads fn the country will do more to lower the high cost of living and more for the prosperity, com- fort, culture and happiness of the people than things fought over in twelve presidential campaigns, Gov. Oliver H. Shoup of Colorado told mem- hers of the Pike's Peak Ocean-to-Ocean Highway Association at its annual meeting here. “The establishment of motor truck express lines in every farming com- munity will stimulate the production of more food, reduce the cost of liv- ing and probably will make the pub- lic markets successful in American cities,” he continued. Continuing, he declared: “Industrial revival is being retarded, we are told, because of the agricultural situation. When the farmer can't buy. the manufacturer can't sell. The farmer can’t buy because he Is forced -to carry a large surplus of his products.
