MOSCOW, January 10.—Soviet Rus- sia will gladly send a delegation to the International Financial’and Economic Conference in response to the invita- tion from the allied supreme council, but it is extremely doubtful whether Premier Lenin himself will be able to go. Russia’s reply, sent by Forelgn Min- ister Chitcherin, expresses satisfaction at having received the invitation, and states the question of the appointment of the Russian delegation will be solved by an extracrdinary sitting of the central executive committee. M. Chitcherin’s note further points out that even if Premier Lenin should not be able to attend the conference, be- cause he is overloaded with work, chiefly concerned with the famine crisis, at any rate the Russian dele- gates’ powers would be equally as au- thoritative as if Lenin himself par- . ticipated. In some soviet circles it is said to be considered extremely improbable that Premier Lenin will leaye Russia. NEW YORK, January 10.—Two Rus- sian anti-bolshevist leaders now in this country as representatives of the executive committee of the all-Rus- stan constituent assembly last night issued a statement terming the invi- tation extended to Russia fj attend the economic conference at Genoa as “nothing but an agreement with the tyranny now riling Russia, for the benefit of foreign investors, at the ex- pense of the Russian people.” The two anti-bolshevist leaders signing the statement were Prof. Paul N. Miliukov, former minister of for- | elgn affairs in the Kerensky govern- ment, and Nicholas M. Arkzentiev, former minister of the interior. The council also probably will take up certain points concerning mandates in Africa and in the Pacific, as well as the security of Christians in Silicia and the Russian famine crisis. .
