COURT OF APPEALS DENIES APPLICATION Refuses to Allow Request to Amend Mandate to Dis- miss Complaint. The District Court of Appeals yes- terday denfed the application of Cor- poration Counsel Stephens to amend the mandate directing the Juvenile Court to dismiss the complaint a Charles W.
