Wy the Associated NEW YORK, - November 11L—A strike of 50,000 garment workers In the metropolitan area next Monday appeared inevitable today as the re- sult of the Cloak, Suit and Skirt Man- wufacturers® Protective Association’s determination to operate on a plece- work basis, beginning on that day, and to increase the working week from forty-one. to forty-nine hours. Members of the Cloak, Skirt and Reefer Makers’ Union, afiliated with the International Ladies’ Garment Workers’ Union, by a vote of 38,672 to 163, have decided to strike as a protest against the manufacturers' new plan. Strike headquarters have been established in a local hotel and a meeting of ‘all workers called for tomorvow to formulate a course of action. May Extéend to 100,000. ‘While the strike vote affects only shops in the metropolitan area, union leaders declared today that the situa- tion might eventually embrace 100,000 workers in other garment centers out- side the city, if the manufacturers at- tempted to smash the unions. Sample makers, cutters and press- ers, representing 40 per cent of the workers, are not aiiected by the pro- posed change of working conditions. ‘The manufacturers contend that a reduction in the price of clothes is necessary {in order that they may avert financial disaster, and that the plecework system which, they claim, means increased efficiency and great- er production, is the onl solution of their problem. “The only way to prevent a strike Dow is for the manufacturers to give up their plan for the introduction of k and the forty-nine-hour Benjamin Schlesinger, presi- dent of the International Ladies’ Gar- ment Workers” Union, declared today. “This is to be a strike of defense. The workers are trying to defend themselves against what they consid- er will mean sweatshop conditions. They do not want to strike. The man- ufacturers want us to accept condi- tions of labor on which we were not consulted. We had an agreement, made on June 3, for joint confarences, and a final report on condltions in the industry was to be made by Novem- ber 1. The manufacturers broke off negotiations before November 1 and the final meeting never took place. Manufacturers’ Position. “There will be no turning back from our decision,” asserted A. E. Lef- court, spokesman for the manufac- turers. “Only in - plecework can we find the solution to the ills of the in- dustry.
