They are South Africa, Brazll, France, Finland, Poland, Greece and Jugoslavia. These seven states, the report ex- plains, all agree heartily to the general principles of limiting armaments. Reservations accompany almost every one of the afirmative answers, it declaring that the main reservatiol | which occurs in almost every answ {emphasizes the impossibility for any one nation to lead the way to disarmament without regard to what is done by other | nations. . Settled by Treaties. { Two governments, Austria and Bul- . garia, answer that the question has be \settled for them by the peace treaties, which regulate the extent of their de- fensive establishments. “Fourteen governments,” the report Zealand, India, Italy, Holland, Chile, Denmark and Norway. Spain, Japan and Rumania have given evasive answers, the spirit of which, however,* indicates unmistak- able agreement with the purpose of the assembly until these plans had been completed. South Africa set forth that its sud- den acquisition of international status and the presence of a large native population made it impossible to de- termine what its defensive require- ments for the next few years would e. Brazil reported that, while the war enabled most other governments to perfect thei# national defense, finan- cial conditions forced Brasil to let its defensive measures fall so far behind that they have become inadequate to meet the requirements of the country. Finland, Poland and Jugoslavia de- clared that uncertain conditions in neighboring territories prevent them from giving any definite promise for the immediate future, while Greece called attentjon to its actual engage- ment in war with Turkey. Twenty-two governments had not yet answered by August 22.
