March 1. —American, German and Russian agitators, who have been conspicuous’in every public demonstration held recently in this city, are under closest surveillance and will be dealt with as political intriguers, said a statement issued last night by Rafael Zuburan Cap- many, secretary of commerce and in- dustry. The secretary referred specifica to a parade held on Sunday by stri ing railroaders. Several foreigners the parade carried communist ban- ners and vehemently exhorted their comrades to continue the strike and to protest more vigorously against “gov- ernmental oppression.” Mexican la- bor laws are so liberal. the secretary declared, that serious labor. :-ilua_(inn% “should not and would not exist if radicals did not overstep the bounds of mere agitation with the intent to overthrow the present government and set up a soviet regime.” ‘American agitators have been exceed- ingly active during the past few months, having been especially energetic in or- ganizing the protest against the Pan- American Federation of Labor during its recent congress in Mexico City.
