The republicans senators in caucus last Night decided not to renort an anti-trust amendment, to withdsaw the original finance committee provisions for a duty on tea and an increase of 44 cents per barrel in the tax on beer, and to provide for a tax on bond and stock transactions. The discussion on the anti-trust propost- tion was opened upon the basis of a re by the judiciary committee in opposi- to any effort to attach a trust provi- to the tariff bill. The committee had a meeting during the afternoon, at h the whole questions were gone over ngth with other republican senators, Hanna and Chandler. TY MURRAY STREET, NEW ‘stick of pine to pay to the caucus, and a resolution adopted authorizing the presentation of an amend- ment providing in express terms for the cortinuance in effect of the terms of the Wilson law, which makes it unlawful to form a trust In imported articles. This report called out some vigorous Protests, especially on the part of the vestern senators, but they were replied to h spirit. It was asserted, among other vgs, that the presentation of a new anti-trust provision would lead to long de- bate, which could not be afforded at the Present time. Many senators expressed the opinion that the volume of revenue would not be eaual to the demands of the government. It was in response to this view that a determina- tion was reached to provide for a tax on stock and bond transactions. The details of this scheme were not agreed upon, but were left to the finance committee to per- fe There was a decided opposition to a tax on either ordinary bank checks or mortgages. It appeared during the discussion of this branch of the subject that the committee had been supplied with estimates of the Fevenue the bill would produce, made by Mr. Worthington C. Ford, who had given the opinion that with an equal volame of imports the bill would produce during the first year of its operation more than $100,- 000,000 in excess of the returns under the Wilson law for the first year it was In ex- istence. Senator Allison said, however, that these figures were misleading, as the imports could not be expected to be so Jarge, and advised his fellow senators on this account not to accept them as any in- ication of the possibilities of the bill. —___§_-<-o = Letters to Be Legibly Stamped. First Assistant Postmaster General Heath has given orders which will lessen the amount of illegible stamping of mail by third and fourth-class postmasters. Much complaint has been heard from per- sons unable to tell the place at which a letter was mailed because the stamping machine used in marking it was old end left only an illegible mark. In the future — will be obliged to see that let- ers are stamped legibly. —————-o—___ To Examine Coast Survey Methods. Prof. Raymond of the Troy Polytechnic Institute, and Mr. Schmite of Chicago, who are associated with Assistant Secretary Vandéerlip in en investigation of the busi- ness methods of the coast and geodetic survey, have arrived here and will enter wpon the discharge of their new duties at once. m CITY. WHITE PINE RATE LOWERED. The Duty Fixed by the Senate at a Dollar a Thousand Feet. In the Senate yesterday cocoanut oil was taken from the free list and placed on the dutiable list at 3% cents a pound. Para- graph 622%, placing on the free list regalia and gems for use by societies, was agreed to with slight modifications. Sheep dip was restored to and sodium struck from the free list. Crude sulphur, or brimstone, in bulk, were taken from the free lst and made dutiable at 50 cents a ton. The paragraph relating to the personal effects of persons arriving in the “United States was modified so that the effects taken abroad may be brought back with- out limit, while effects acquired abroad ree admissible free are to be limited to 100. Mr. Vest criticjsed the paragraph, saying it was in the interest of American tailors, who wanted to charge exorbitant prices. He declared that the talk of millionaires going to Europe and spending $75,000,000 annually was “all rot.” He hoped the time would never come when our people would shut themselves up and refuse to travel and to mingle freely with the people of the world. _Mr. Sewell (N.J.) also criticised the $100 limitation, saying it would establish a system of espionage on every man and wo- man going to Europe. It was too small a business for the American Congress to be engaged in, declared Mr. Sewell. Mr. Gallinger (N.H.) supported the amendment, saying there was -no reason why a Vanderbilt or a Gould should be al- lowed to bring from abroad personal ef- fects worth thousands, while the humble citizen had to buy these goods with the duty added. After extended debate, vision was agreed to. the original provision of the bill has the following additional clause: “Provided, that in case of residents of the United States returning from abroad, all wearing apparel and other personal effects taken by them out of the United States to for- eign countries shall be admitted free of duty, without regard to their value, upon their identity being established, under ap- propriate rules and regulations to be pre- scribed by the Secretary of the Treasury, but no more than $100 in value of articles purchased abroad by such residents of the United States shall be admitted free of duty upon their return.” A new paragraph was inserted in the free list covering works of art, the production of American artists temporarily living abroad, and other works of art imported for presentation purposes. The iron ore paragraph was further changed, making the reference to manganese ore as follows: “Manganese ore containing less than 40 metallic units in dry state, $1 per ton.” Mr. Teller moved an amendment ineluding in the free list “rough lumber manufactured of white pine.” The senator criticised the course of the committee in placing white pine on the dutiable list, thus encouraging the destruction of pine, when it was known the supply would not last eight years. Mr. Teller said he was for protection, but he would not carry it to extremes, compelling every man building a home or using a tribute to the few own- ers of pine. This was not republican doc- trine, which was opposed to the advance of prices on the necessaries of life. Mr. Teller declared that the duty on pine was one of the many absolutely indefensible features of this bill. ‘This reopened the discussion on the duty on white pine, which was vigorously con- tested in the early stages of the bill, re- sulting at that time in retaining pine on the dutlable Hst at $2 per thousand feet. Senators Gray and Mantle supported Mr. Teller’s motion. Mr. Spooner opposed the motion on the ground that the duty was a fair measure of protection to an extensive industry of three border states. This was not a propo- sition to place all kinds of lumber, those of Maine and the south and west, on the free list, but merely to discriminate against the white pine of three states. Secretary Al- ger came on the floor while the vote on the Teller amendment was being taken. ‘The vote proved very close, the amend- ment being defeated, yeas 32, nays 33. It caused a surprising break in party Mnes on both sides of the chamber. Four republicans, Baker, Carter, Hani brough and Quay, and Messrs. The amendment was carried by the close vote of 32 to 31, after another break in party lines on both sides of the chamber. On this vote Mr. Quay returned to his party associates and Mr. Hansbrough did not vote. Two republicans, Baker and Car- ter, and Messrs. Allen, Heitfield, Kyle, Mantle, Stewart and Teller voted with the democrats in the affirmative. Three demo- crats, Bacon, McEnery and Martin, voted with the republicans against the amcnd- ment. The papers in the appeal of W. H. T. Durrant, under sentence of death in San Francisco for the murder of Blanche La- mont, were receiyed by the clerk of the United States Supreme Court yesterday. The appeal is from the decision of the cir- cuit court of the United States for the rinth circuit in refusing to grant Durrant’s motion for a writ of habeas corpus. In his petition Durrant alieges the irregularity and Megality of the proceedings against him in the California state courts in that the trial was “conducted upon information not in accordance with the equal protection of the laws and not by due process of law,” and that testimony was introduced and conviction secured without due process of law and without a trial by an impartial Jury and without process of law. —<—$<—-o.+____. New Register of Copyrights. One of the important offices to be filled ty the librarian of Congress is that of reg- ister of copyrights, a place created under the recent act of Congress for the govern- ment of the library. The leading applicant for this place is Mrs. Virginia Campbell Thompson, who was appointed postmistress of Louisville, Ky., by President Hayes and continued in office by Presidents Garfield and Arthur.
