FIRST ¢ There was quice a commotion on B street along the line of the country wagons in rear of the Center market this morning, and a number of persons rushed from the sidewalk to the street, expecting to witness an exciting runaway. Their expectations were not realized, however, for the noise was made by a procession of express wagoris making fast time to the commission houses. There were five wagons in the pro- cession, and all of them were laden wiih strawberrics from Norfolk intended for to- a market. y William Patton, a colored man, who for ten years has had a bootblack stand on G sireet northwest between 6th and 7th streets, for the accommodation of tne pub- lic as well as to earn his livelihood, was before Judge Kimball today on a charge of street obstruction. Under the law, he can- not Keep the stand there unless he rents Part of the building in front of which he lecates. The colored man promised to re- move the obstruction, and the court took his personal bonds. If you want anything, try an ad. in The Star. A thirteen- re year-old white boy, named James Poindex- ter, who was in the dairy wagon of David Wetzel, driven by the owner, while at- tempting to get out of the vehicle near 34th and S streets about 10:30 o'clock, sipped and fell to the ground. The front wheel of the wagon passed over him, when the horse backed and caused the wheel to roll vato the lad’s body, where it rested. The wagon was lifted from the prostrate form ard the boy was picked up. He did not appear to be very much _ injured, though he complained of pain in the region of his stomach. The other accident occurred about the same time at the row of five new houses now in course of construction on P street near the corner of $2d street. William Spencer, a colored driver, about thirty years of age, who lives at 406 K street southeast, was the victim. He was driving a heavily loaded lumber wagon across the lot, when the front wheels ran up on a piie of broken stone, throwing him off and landing him bereath the front wheels, which passed over his right leg. An ex- amination made kastily by Dr. A. B. Sine- kell failed to reveai any fractures of the bore, though it was thought the man was injured internaily. The patrol wagon was summoned and he was conveyed to the Emergency Hospital in the Churches. Rev. George S. Bowman will deliver the sermon tomcrrow at the morning services in the Gay Street Baptist Church. In the evening Prof. A P. Works will have charge of the services and octupy the pulpit. They Prefer a Change. TO GUARD AGAINST ABUSE. Important Amendment to an Order Affecting Subdivisions of Lands. About a year ago the Commissioners, ac- tuated by a desire to better the facilities for the platting and subdivision of land, | issued an order directing the assessor to send a circular letter to the owners of fractions of lots, or lots numbered in dupli- cate, in order that the same may be re- numbered in accordance with law. | Several days ago Engineer Commissioner Black called this mutter up fer considera tion before the board. He said he thought in its present shape the order was subject to abuse, and may be applied in a manner subversive to the regulations governing the platting and subdividing of land. He cited as an illustration the cuse cf a man who might acquire a fraction of a lot, id no matter what its size or shape may be, the assessor is directed to request the owner of this fraction of a iot to assenr to its re- numbering, and the surveyor is to draw up the subdivision and enter it in his office free of charge. Captain Black argued that the act requiripg the above action was, to his mind, clearly subordinate to the act of 1858, regulating tne subdivision of Columbia. To defects, Captain Slack remedy existing thereupon moved an amendmen: to the or- iginal order, as follows: Provided that this order shaJjpe Jr re ter- preted in connection with, and sul inate to, the general orders of the Com: issjqners issued pursuant to an act of Congres? - titled “‘An act to regulate the Sibdivision of land within the District of @olumbix,” 2 August 27, 1888. * DY se The Baltimcre conference of the A.
