THE EVENING STAR, |¢t t+ ripesise company, Denver snd st | WASHINGTON. — CROSBY 5. NOTES. SHE EVENING STAR basa requiar and permanent circulation in Washington three mes targer than that ofany other paper in the city. As @ loca! NEWS paper and d6- ‘The student of modern American history who has been watchful as to those sae not be surprised at the announcement that « large band of fully-equipped Navajocs is on the warpath slong the southwestern border of Colorada. There is no room for surprise. The only amazing thing in connection with the out- break js that it has been #0 long delayed. Lovers of justice who were on terms of intimacy with the conditions that bave prevailed for some years fm the now disturbed region have cried aloud, not once, but many times; have warned the gov- ernment that failure to restrain the peculative tendencies of the greedy loafers whofringeevery Indian reservation, no matter where it may be, could only resalt in the shedding of innocent blood and the destruction of valuable property. Innocent blood, because the selfish scaiawags whohave schemed to produce profitable disorder will not riek themselves in the encounters which, however deplorable in their origin, must of necessity take place when hundreds of painted savages aro forced by the wrongs of years to make an ineffective declaration of in- dependesce. The sanguinary efforts of these {nsurrectionists cannot long continue, and if they persist in warfare extermination must re- sult, but the American people will do well to remember that had the white man dealt fairly with the Navajoes this trouble would not have taken place. At all times and in all places the Indian has been cheated and abused br the race which sends out missionaries to spread abroad the doctrines of faith, hope and charity; the timber off his land has been stolen, bis hay cut by dis- honest hands, the clear streams diverted to the uses of the conquerors, the cattle of eonsrience- Jess thousands have fattened on his pasturage, while the prospector has intruded at will within territory that this government has pledged itself to maintain inviolate for the use of those to whom it was given in exchange for other lands much more valuable. The Navajoes are not, as is now being represented by ignorant or interested parties. either « thieving or mur- derous people. By patient industry they have accumulated vast flocks of sheep and from the wool of these manufacture those blankets which are the most durable and artistic wool products Imown to this covniry. They are a pastoral people, but they are not cowards, and having been forced to the wall they may easily yelled to fight. They know that ible, but they are men and will sacrifice ali they bave and are be fore they will submit to the cruel knavery which is always to be found lurking near as possible to the homes of cur Indians. Civili- zation revolts at the thought of such strife as may easily be in Colorado and New Mexico dur- ing this spring and summer, but the just man could gaze on it with complacency if it was certain that physical disability or death wonid ome only to those who for love of the dollar would do a patient, peaceful people, red though they be, irreparable wrong. — New York is in many respects a great city, ‘are two of the cities in which the pipe- line method of distribution was first operated and so successful have the efforts been that the system is continually being extended. Anby- drous smmonis is the fluid which circulates through the pipes and ite efficncy as an absorber of best is unquestioned. The many forms in which the system can be used ought to be ap- parent toany one who consumesice. In St.Louis the refrigerating company contracted to reduce the temparatures of cafes and dining rooms twenty degrees below the outside temperature and did it easily and cheaply. More than this it used the same pipes to supply the same houses with steam heat during the winter. It has been proven conclusively that refrigerating business to the yearly extent of seven thousand dollars for each mile of mains results in satis- factory profits and from the figures presented by those who have studied the matter it may be regarded as certain that any American city of ‘wenty-thousand inhabitents could support the pipe-line system. ++ = ‘That the decisions of Jadges Ricks and Taft in the Ann Arbor cases at Toledo have had s beneficial effect upon the relations of labor and capital seems to be generally conceded, and especially by those who have given much thought to the problems which still uistarb the social and commercial world. Heretofore the courts were not supposed to be available to | £2." any great extent when organized labor dis- agreed with the employing class, but it is now evident that the law's arm is long enough to reach even into the dark and distant corners end that ite grasp is far from weak. Evilsthat have disturbed, and without apparent remedy, may now be treated by the writ of injunction. Sometimes the advange will be with the toilers and sometimes they will suffer defeat for, as Aldace F. Walker shows in The Forum, the lockout must be subject to like rules with the strike. “The laws,” says he, “forbids the boards of directors of # railroad com- pany from wantonly interfering with the rights of connecting lines; this principle is now extended to employes and their organiza- tions; @ corporation can only act through agents, and none of the agents or employes are above the law.” The decisions, now well un- derstood, were surprising, and to some shock- ing; but it seems now to be conceded all around that the changed conditions are toward abetter order of things and give promise of harmony, where hitherto there has been almost continuous friction. This result has been reached only after much argument, and misunderstanding. For some time after the earlier Ricks decision it was popularly under- stood that be bad ruled that railroad employes could not resign when their resignations would prevent the company from fulfilling the terms of its contract as = common carrier; the con- ciusion was erroneous, or Judge Ricks changed his mind, for the only restriction—and a per- fectly proper one—is as to engineers or others who might desire to leave their trains in dan- gerous position: ———— How closely aliied are good and evil, and how easily does kindness produce disturbance. A very interesting exemplification of this peculiar condition of affairs has just come to the sur- face in Brooklyn, Thirteen years agoa barge Inden with apples—the vessel being commanded by a Capt. Hager—passed through the draw at Gowanus Bridge. ‘The keeper of the draw was Patrick Callaban and near him while he at- tended to his duties was bis little daughter. With a desire to be pleasant the captain threw a nice rosy apple to Callahan and when the lat- but it could, were it sufficiently humble, sit at the feet of Washington and learn » great deal sate the conduct of a national ceremonial. ‘The big features of the program are always reasonably weil attended to no matter where the occasion comes off, but in caring for the comfort of guests the town of Gotham is not in it with the national capital. Following the review in New York there occurred a ball which was planned to eclipse anything of the sort ever before attempted, yet there was extraor- inary disorder and unspeakable discomfort. Oue of the New York newspapers remarked that at every great public ball particular pains seems to'be taken to place the garment-check- ing arrangements in the hands of a crowd of sharpers and petty thieves and with that aphorism as a text the management was properly roasted. Those who bad clothes to check “encountered a horde of insolently- attentive fellows, to whom it was necessary to give scoin before they would take the article that it was desired to check, and stow it away in alittle cubby-hole. Not satisfied with this these fellows resorted to downright thievery by taking it upon themselves to demand a ten-cent fee for checking umbrellas. As neatly every- body carried an umbrella they reaped @ rich harvest, Lispenard Stewart finally heard of what they were doing end went down and ordered them to stop, but they did not.” All of which em- phasizes the oft-made and never seriously dis- puted claim that the public secures more real consideration in Washington than in any other city ia the country. This is conspicuously the piace where a national celebration of any sort ean be run properly. ee The long-expected has happened at last. At a great public banquet in England « member of the house of commons mistook » waiter for one of England's most distinguished noblemen and shook hands with him heartily. The blun- der was speedily discovered and after a time the excitement subsided, but it will be months before English society can possibly recover from the shock. In the meantime ingenious method by which speedy reco, Yendered possible and safe. surprised at the untoward happening, for it has been threatening for years. It had been ex- he waiters jon's base bell team is now at the © league, but it ise tride early yet for the enthusiasts to talk about the champion- abip. —__+++— A Chicagoan who tried to hang his wife and who would bave succeeded but for outside in- terference was fined one hundred dollars, And the man who interfered was permitted to go scot free. —— 02 It is complained of Mr. Egan that he has not bad enough of the masterly inactivity course in his diplomatic education. —— A dishonest man will probably have to look = Jong way in Chicago for « board-bill small enough to be jumped. — +o Some of these days the people of Washington | May decide thet ice, a common necessity, bas been treated long enough asan expensive lux- and then will commence the work of con- ying to = majority of the homes of Washing- tow refrigerating influences that will revolu- tionize the ice business asat presentconducted. The scheme seems perfectly practicable. Gas, tet and eteam beat are now served through 3 to countless homes while a myriad ‘wires transmit speech from house to bouse, and now there is probability of « movement in the the direction of refrigeration from central sta- tiong The ice-system in common use is clumsy aud wasteful and that it may profitably be su- perseded by economical mechanism is evident. Am discussicg this coming improvement Mr. E. Starr, who is an expert on chilling pro- conses, says, in the Engineering Magazine, that the detivery of ice, even to large customers, is ‘ous of the principal factors of cost, while to the sualler customers, say of from Sfty to five hun- jhe ter gave it to the child the captain Inughingly said, “That is the way you feed your family, is it?” The remark angered Callahan and the more he thought of it the more it rankled and continued to rankle until he had thrashed Hager. Then Hager sued for damages and got a judgment for $1,800. Efforts to collect the sum proved futile, to the captain sold it ata con- siderable discount to » speculatively inclined man named Daniel Jones, who put it away in an inside pocket and said nothing. A little while ago Callahan fell heir to an estate of $7,500, left Lim. by his wife. Soon after that he died. and now the heretofore silent Daniel Jones bobs up with his judgment and sues the estate for its face value, Jones thinks he can prove that the estate really belonged to Calla- han in the first place and was deeded by him to his wife for the purpose of nullifying the Hager judgment, This is astory without much of a moral It doesn't work out right. All the canons of novel-writing are violated, and about the only conclusion to be reached is that you either should not give away any apples you may appen to possess, or having given them must refrain from making sarcastic comment upon their after disposition. ———_~»- ¢-@____ Should epidemic disease secure a foothold in New York during the coming summer, it will be more than difficult for Mayor Gilroy to jus- tify his action in retaining in office a street- cleaning commissioner who makes no real effort to perform the duties for which is handsomely paid. To stir up enthusiasm and perhaps strife the ‘Unionist Alliance held s great anti-home rule meeting in ‘London; it passed off with comparative quiet. By the illness of Sir James Hannen, one of the British members of the Bering sea commission, the arbitration proceedings in Paris eease for a week. Americans in Paris are arranging toen- ier a banquet at which they will say farewell to limister Coolidge, who will return to this country when relieved by Ambassador Eustis, Probabilities favor a good market for American grain this year, the French crops being already much damaged by drought, In Sicily there * ave been earthquake shocks; in Belgium there is satistaction over the venate’s approval of the bill providing for an e:tension of the suf- Li | frage; in Norway the miniat: y resigned because King Oscar refused to sanction « resolution of the storthing in favor of appointment of Nor- wegian consuls; in Austria there is trouble be- tween the emperor and the Hungarian prime minister; in Germany that interminable nui- tance, Ablwardt, has been again sat upon, but doesn't seem to know it; in Servia dissension already threatens to rend the cabinet upon which King Alexander has to lean heavily, Germany's emperor narrowly escaped injury by the overturning of his e. Financially the only occurrences Worthy of note were in connection with the suspension of the London Chartered Bank of Australia, IX WASHINGTON. ‘The absence of the President and his official family from the city in attendance upon the naval review during @ portion of the week made everything rather quiet in political cir- cles. The Odd Fellows celebrated the seventy- fourth anniversary of their order, and the At- lantic division of the German Evangelical con- ference convened here, The justices of the new Court of Appeals held a meeting preliminary to the formal organization of the court on Monday next. The proposed sale of the Metropolitan and the Columbia street railroads was not ef- fected. The investigation of the weather bu- reau charges was continued and the hearing in the Olmstead will case was in pr As the result of an investigation by the Commis- sioners in regard to the speed of street railroad cars in the city the companies were notified that the law restricts the maximum speed to nine miles an hour. ‘The spring meeting of the Washington Jockey Club was opened at Ben- ning. + +e HOOTING STARS, ax nerostEn, The great pianist’s fame is flat ‘They call him now “‘a prig,” And various other things like that— They found he wore # wig. « It is now that this earth gets to bea very lonely place for the man who is not a base ball enthusiast. “T understand now,” said the rural guest at a banquet, “why they call champagne dry.” “an” “Yep.
